A bill is a draft of a law prepared for consideration and adoption by a legislative body. In Ukraine, bills can be introduced by Members of Parliament, the Cabinet of Ministers, or the President. Once a bill is submitted to the Verkhovna Rada of Ukraine, it undergoes several stages of consideration, including committee discussions, first, second, and third readings, and voting. If the bill is adopted, it becomes law after being signed by the President and officially published.
