«There will be no further chances for reconstruction», — the Mykolaiv DHCS responded to the reluctance of the residents of the destroyed buildings to consent to the demolition

The Department of Housing and Communal Services of Mykolaiv stated that the residents of dilapidated buildings at 54 Krylova Street and 43 Pohranychna Street, in case of unwillingness to give consent to dismantling, may lose any chance for further restoration.
Commenting on the situation that has arisen, Dmytro Bezdolnyy, the director of the department, said during the briefing, the correspondent of «NikVesti» reports.
The apartment owners' refusal to demolish was reported back in mid-October.
Later, the mayor Oleksandr Sienkevych explained that the fear of the locals is due to the fact that their plots of land may become the object of construction of estates.
In turn, Dmytro Bezdolnyy said that the city authorities are not looking for an opportunity to evict people and take away their land. If the locals continue to refuse to dismantle it, the chances that the building will be restored are minimal in the future.
In particular, this is also related to the issue of the withdrawal of military income tax, due to the absence of which the city will lack funds for elementary repairs of damaged buildings.
— We understand the problem and try to help as much as possible. But there are certain legal restrictions that we cannot cross and violate. We are ready to help within the limits of the law. If residents are ready for constructive communication, we are ready to continue to do so. We are not trying to evict, take away land, the city authorities simply do not need it. If people want to go to the dismantling, we will have to fence off the territory so that it does not pose a danger to people. And these people will have no chance of reconstruction in the future. It is not necessary to forget about next year, that the city will not receive personal income tax of the military at all, perhaps there will be no money to carry out even repairs, — said Dmytro Bezdolnyy.
In the buildings at both addresses, other sections of the buildings need repair work, the DHCS notes, however, their implementation depends on the dismantling of the destroyed 7th entrance at 54 Krylova Street and 2nd at 43 Pohranychna Street.
— At one of the meetings, I personally told the residents that at the moment there are results of a technical report that we should act on. As of this report, they are not repairable, meaning we don't even consider repair and restoration. In order to consider the possibility of restoring the entrances, it is necessary to carry out dismantling, design, and then look for donors or state assistance. We receive requests from partners who have reconstruction or development projects. The reluctance of residents to carry out dismantling only delays the restoration process, and also harms their neighbors, because the upper floors of the 6th entrance at 54 Krylova Street are partially damaged. We cannot begin repair work without dismantling the 7th entrance. That is, in the winter period, residents of the 6th entrance will suffer. The situation is approximately the same at 43 Pohranychna Street, where partial repairs to the 2nd entrance and the roof of the building itself need to be done, t— he director of the department notes.
Dmytro Bezdolnyy also said that the residents of the section of the building at 54 Krylova Street, expressing their disapproval of the demolition, tried to find other experts for the inspection, but, according to him, none of the experts could provide a different result, except for demolition.
As is known, the attack on the house of Krylova, 54, happened in September 2022. Then the house was hit with missiles of the S-300 type.
Earlier, «NikVesti» reported that in Mykolaiv, preparations for the dismantling of apartment buildings damaged by Russian attacks at 35 Zavodska Street are underway. Residents take the last things from there, and no one lives in the buildings themselves, except for the homeless.
For the dismantling of four residential buildings that were destroyed as a result of Russian shelling, the housing and communal services department of Mykolaiv, bypassing open tenders, concluded contracts for more than 14 million hryvnias with a Dnipro company.
As a reminder, two more objects were added to the list for dismantling by a new decision from October 11.
Earlier it was reported that the Mykolaiv City Council is developing a mechanism that will allow the demolition of houses damaged by enemy strikes with the «tacit consent» of the co-owners.
