Small modular housing town for displaced people planned in Mykolaiv

Plans are underway in Mykolaiv to build a modular housing estate for internally displaced persons. To this end, the Mykolaiv City Council’s municipal enterprise «Svii Dim» is seeking permission to draw up a land-use plan for a plot on Bohoiavlenskyi Avenue.

The matter was considered during a meeting of the Mykolaiv City Council’s land commission on 23 June, according to NikVesti.

According to city officials, negotiations are currently underway with international partners who may finance the installation of modular housing. At this stage, investors have been offered a plot of land with an estimated area of over 3 hectares. At the same time, officials emphasise that the actual built-up area will be significantly smaller and will be determined once the project has been drawn up.

«They are currently in the process of negotiating with international partners and have not yet determined the exact area required for these modular homes. I think the area will be much smaller, but a larger area has been proposed to them for the design,» the city council noted.

A site in the Korabelnyi district, behind the «Mii Dim» shopping centre in the «Tavria» area, near Kozatska Street, is currently being considered for the modular housing estate. It is this plot that the city has proposed to its international partners as a potential site for the project.

Members of the committee expressed doubts about the choice of location. According to them, the necessary infrastructure — roads, sewerage and utility networks — is virtually non-existent in this area, which could complicate the project’s implementation and make it less attractive to investors.

«At the stage when we are considering and offering an unattractive plot of land to an investor, we are reducing the chances of this project being realised right from the start. It’s one thing when there are buildings nearby and utilities don’t have to be laid too far, making it possible to create a nice little town for internally displaced people. We already have a family-type home in the Korabelnyi district that’s situated in the middle of a field and doesn’t even have a road leading to it. The investor will say that the city itself is to blame and has done nothing to provide an attractive plot of land,» remarked the chair of the committee, Olena Nesterenko.

In response, a representative of the city council noted that the issues of connecting utilities and developing the site are still under consideration. Furthermore, the project is only at an initial stage, so the location or development parameters may be subject to change.

The preliminary plan involves the installation of five modular homes for internally displaced persons. According to information presented at the committee meeting, once the project is completed, these homes may be transferred to the municipal enterprise «Svii Dim», which will subsequently be responsible for their maintenance and management.

According to officials, international partners are keen to see the project implemented swiftly. During preliminary consultations, they stated their readiness to install the modular homes within approximately one month of the completion of the necessary land and planning procedures.

Following the discussion, the committee members supported the allocation of a plot of land for the installation of the mobile homes.

It should be noted that, as of February, 65 modular homes for internally displaced persons were in operation in the Mykolaiv region.

By June, it had emerged that 75 modular homes for displaced persons had already been installed in eight communities in the Mykolaiv region.

Furthermore, in Domanivka in the Mykolaiv region, there are plans to expand the housing estate for internally displaced persons and to build a further six modular homes. At present, housing for displaced persons in the community has already been partially constructed, though there is still a waiting list for accommodation.
