Kim held a press conference: he told about the water, when the schools will open and how Mykolaiv Oblast helps the Armed Forces of Ukraine

The head of the Mykolayiv RMA Vitalii Kim held a press conference where he reported on the work of the regional government based on the results of 2023.

They talked about the restoration of the region's infrastructure, the energy situation, social payments and water supply, NikVesti reports.

«We have achieved good results even at the level of Ukraine, and we are among the leaders,» said Vitalii Kim.

Restoration

Thus, 627 million hryvnias were allocated for the restoration of damaged objects in the Mykolaiv region, not including medical facilities. Currently, 73 restoration projects are being implemented in the region.

«307 million hryvnias were allocated from the state budget for the restoration of damaged objects, 232 million hryvnias from the regional budget, and 78 million hryvnias from the local budget. And this does not apply to individual projects such as hospitals. If there is a state program for hospitals, then another 2 billion hryvnias will be added to it,» noted the head of the RMA.

In general, 30% of the damaged infrastructure was restored in the region. The first place in restoration was occupied by housing and communal services facilities — 98.54%, the second place was bridges and roads — 95%, the third place was health care facilities — 67.66%.

140 million hryvnias were paid to the residents of the Mykolaiv Oblast as compensation for destroyed housing under the «eVidnovlennia» program. Another 1,678 million was paid for the purchase of new property in compensation for the destroyed.

Energy independence

Vitalii Kim hopes that the Mykolaiv Oblast will not be threatened with a blackout. He explained this by the fact that the region has a threefold supply of electricity. In addition, during the year, it was possible to protect 27 of the most important objects of the critical infrastructure of gas and electricity supply from Russian shelling.

«We also provided critical infrastructure facilities with 1,840 generators with fuel for three days each,» said Vitalii Kim.

Shelters

452 million hryvnias were allocated for protective structures in 2023, not including aid from donors. Thus, during the year, 181 new shelters were built in the Mykolayiv region, 75 of them with funds from charitable funds.

Earlier, Vitalii Kim emphasized that next year in Mykolaiv Oblast, they plan to open face-to-face education in all schools and kindergartens.

But in order to enter the face-to-face format, all educational institutions must be equipped with protective structures.

Currently, there are 217 basic shelters, 8 storage facilities (for 4 thousand people), 77 anti-radiation shelters (for 20 thousand people) in educational institutions in the region.

During 2022-2023, 112 million hryvnias were allocated from local budgets and 145.8 million hryvnias from the state budget for the construction and repair of protective structures in educational institutions.

Currently, 293 educational institutions of the Mykolaiv region need the construction of shelters for the total amount of 6 billion hryvnias.

Demining

In the Mykolaiv region since the beginning of the full-scale war, 754 thousand hectares have been mined, which is 30% of the total territory of the region. Of these, 288,000 hectares are agricultural land.

«According to the results, 112 thousand hectares were demined. In addition, more than a thousand kilometers of power lines, 379 kilometers of roads, gas pipelines, water areas, critical infrastructure, and 685 households. Almost 40,000 explosive devices were also seized,» Vitalii Kim said.

Business and agriculture

In 2023, the production of industrial products decreased by 49.3%, while retail trade turnover increased by 17.3%.

As for the agricultural sector, compared to last year, in 2022, the volume of production of gross crop production increased by 30%.

Assistance of the Armed Forces

During the full-scale war, 457 million hryvnias were allocated from the regional budget of Mykolaiv to help the Ukrainian military. Another 1.1 billion hryvnias were allocated from local community budgets and 1.2 billion hryvnias came from benefactors in coordination with the regional administration.

Specifically, in 2023, 299 million hryvnias were allocated to the needs of the Armed Forces from the regional budget, 836 million from the local budget, and more than 1 billion from philanthropists.

Water supply

During 2023, 132 new artesian wells were dug in Mykolaiv and 205 water treatment plants were installed.

Vitalii Kim also reminded that next year in Mykolaiv the reconstruction of water supply networks is planned for 1.2 billion hryvnias, which will be allocated from the state budget.

As you know, the publication «Nashi hroshi» analyzed the purchases of the Mykolaiv Regional Military Administration for the reconstruction of the water supply in Mykolaiv with a total cost of 836 million hryvnias, and stated that the prices were inflated by 2-3 times. Reacting to this publication, the head of Mykolayiv RMA Vitalii Kim said that he would account for every penny spent and urged «not to believe bad news». Commenting on this investigation, the Department of Urban Planning, Architecture, Capital Construction and Support of Development Projects of RMA stated that the prices indicated in the tender fully correspond to reality.

However, three weeks ago, the head of the Mykolaiv region held a briefing, at which he thanked the journalists and confirmed the fact that the contractor had inflated the price. He noted that during the analysis of the cost, it was found that the contractor included inflation in the prices not only this year, but also the next, and therefore the amount of the tender will decrease.
