The Mykolaiv City Hall explained why it is necessary to allocate 4.5 million hryvnias from the city budget for the General Plan, on which international partners have been working for over two years.

The explanation was published by the city mayor, Oleksandr Sienkevych, on his Telegram.

The document was developed by international partners: the Italian company OneWorks and organizations that financed the process, in particular the governments of Germany and Denmark. The city received the work free of charge, which, according to the city hall, now needs to be brought into line with Ukrainian standards.

Thus, 4.5 million hryvnias from the city budget of Mykolaiv are planned to be allocated to the production of relevant topographic materials and the adaptation of the General Plan to Ukrainian legislation. Mayor Oleksandr Sienkevych explained that the adaptation of the documents involves holding a tender to determine a Ukrainian contractor who will perform this work.

The city council predicts that all stages of the work will be completed by 2026. It is noted that the adaptation of the documents will allow the General Plan to be approved at the city council session and the allocation of land plots for housing construction, engineering infrastructure, green zones, and production facilities to begin.

General plan of Mykolaiv

Plans to develop a new General Plan for Mykolaiv became known in October 2022. This document should include a concept for post-war reconstruction, explained Mayor Oleksandr Sienkevych.

In April 2023, the then chief architect of Mykolaiv, Andriy Tsymbal, stated that the Italian company One Works was actually not engaged in creating a new master plan for Mykolaiv, but was preparing a «development task» that would be handled by the Kyiv state design institute Dipromisto. At the same time, his then deputy stated that Andrii Tsymbal made an incorrect statement regarding the role of the Italian architects from One Works in the process of developing and approving the new master plan for Mykolaiv.

In October 2023, a survey was announced among city residents. They were asked to answer questions regarding the infrastructure of their districts and their vision for the future development and appearance of Mykolaiv.

The architectural company One Works and Norman Foster participated in the creation of the general plan of Mykolaiv. And specialists from Denmark are developing the part of the general plan that concerns underground communications.
