Processing of applications for compensation for damaged property continues in Mykolaiv. As of October, the number of submitted applications reached 1,638, of which 685 have already been processed.
Ihor Nabatov, deputy director of the housing and communal services department of the Mykolaiv City Council, told about this during the briefing, «NikVesti» writes.
The department explained that out of 685 decisions, 324 were refusal decisions. This is due to damage to common areas.
At the same time, the amount of compensation calculated for 362 positive decisions is 12 million 607 thousand hryvnias.
— I have already said that there will be a large number of refusals, due to the fact that the resolution itself stipulates that objects where there is damage to public places, unfortunately, the commission must make a decision on refusal. Therefore, as of now, out of 685 decisions, 324 are decisions on refusal, 362 decisions are in favor. The total amount of compensations, which is calculated according to 362 decisions, is 12 million 607 thousand hryvnias. 5 million 162 thousand have already been counted, others are at various stages of processing, — said Ihor Nabatov.
Currently, 579 applications are suspended for various reasons and 374 are under processing.
— This happens for various reasons, as a rule, the applicants are either not present in Mykolaiv and cannot provide access for inspection, or the co-owners have not given their consent. Another 374 are in process. Out of 324 refusals, we have 221 refusals with damaged common areas, but we note that this refusal is not final. After some time, people can apply for compensation again when common areas are restored in the houses concerned. Today, the number of addresses out of 1,638 applications is 919, including 353 private residential buildings and 566 multi-apartment buildings, of which 119 had damage that made it possible to satisfy applications for «eVidnovlennya», i.e. damaged roofs, building structures. The other 447 are window damage. Of the 119 objects that were significantly damaged, 47 have already been restored as part of the «eVidnovlennya» addresses, — added Ihor Nabatov.
The deputy director of the department, Artem Sapozhnyk, explained that the other 72 facilities are currently at the stage of finding a subcontractor or concluding a contract.
— We have 72 objects within the framework of the «eVidnovlennya» program, of which 20 are at the stage of finding a subcontractor or concluding a contract. Here we also include those objects for which we carry out the relevant procedural procurement of the contracting organization, working out estimate documents, and those objects for which contracts will be concluded. These 20 also include 29 objects that require implementation of technical objects. In the near future, we will announce the procedure for purchasing technical inspections for 11 objects, — he said.
During the briefing, it was also discussed about the decision on dismantling. Ihor Nabatov emphasized that it is necessary to carry out a technical inspection for him, to obtain the approval of the regional commission of TBNS and the executive committee.
— The decision to dismantle is not a quick one. In order to accept it, it is necessary to go through three stages: carrying out a technical inspection, approval by the regional commission of TBNS, and making a decision of the executive committee to approve the relevant objects that require partial or complete dismantling, — he added.
As of today, the executive committee has approved 11 addresses for partial or complete dismantling.
We will remind that Mykolaiv Oblast is among the five leading oblasts, where the largest number of applications under the «eVidnovlenya» program were submitted — 1,555. However, the oblast has the lowest rates of consideration of these applications. Therefore, the Ministry of Reconstruction called on the Mykolaiv commissions to speed up their processing: «This depends on the ability of the owners to receive assistance in the shortest possible time for the restoration of housing before the autumn and winter cold».
Currently, there are already 30 commissions working in the Mykolayiv region to restore housing damaged during the full-scale invasion under the «eVidnovlennya» program.
