first deputy head of Mykolaiv housing department

Ihor Nabatov is an official of Mykolaiv City Council. As of June 2025 he was first deputy director of the Department of Housing and Utilities (DHCS). The department deals with repairs of damaged housing, compensation for destroyed property and the city’s utility issues.

Since September 2023 the department has been processing residents’ claims for damage caused by shelling: 1,450 requests were filed at the time. In June 2025 Nabatov and deputy mayor Serhii Koreniev travelled to Barcelona for an urbanism workshop. In March 2026 the department reported cases of misuse of “eVidnovlennia” funds, and in August 2026 talks on two municipal housing projects with 150 and 300 flats.
