The first deputy head of the Mykolaiv Regional Prosecutor's Office, Denys Falchenko, held a so-called «briefing», where he reported on offenses in the field of procurement in the region.
The «briefing» was held on December 19 without the participation of journalists, no questions from the media were asked, it was organized by the Mykolaiv Regional Military Administration, NikVesti reports.
In the description under the video recording «Let's react in accordance with the law!»: Prosecutor's office about offenses in the field of public procurement, published by Mykolaiv RMA, it is stated that during the briefing they «spoke» on certain topics, although only one person spoke on camera, namely Denys Falchenko, who simply read some information about the current activities of the prosecutor's office.
It should be noted that this «briefing» was not announced to journalists in any way, neither the organizer of the event, nor the press service of the prosecutor's office addressed the media regarding possible questions, the answers to which should be announced to the prosecutor. From the video, it is not clear to whom and why the speaker of the briefing is responding.
NikVesti turned to the press service of Mykolayiv RMA for a comment. It was reported there that they provided the speaker with a platform for his speech and offered various communication formats: with the participation of journalists, as was the case before, or simply to record his speech in the format of a monologue.
It should be noted that in October, working groups «Transparency and Accountability» were created almost simultaneously at regional military administrations across Ukraine, including in the Mykolaiv region. It was noted that the task of this group will be to ensure transparency and accountability of the activities of public bodies.
Nataliia Hrudova, the head of the press service sector of the Mykolayiv RMA's management of information activities and communications with the public, informed that the briefings take place on the basis of the RMA's media center as part of the information campaign «Transparency and Accountability», where members of the working group report on their work in the direction of public procurement analysis.
«There is such a site, the RMA media center, where briefings have been held since May. I am responsible for these briefings. They take place in two formats: a press briefing with the participation of journalists, and a briefing without the participation of journalists. In this case, I simply inappropriately wrote that it was a briefing. I had to write that this is a comment by a representative of the prosecutor's office regarding violations in the field of public procurement. During this period, we had more than a dozen briefings. There were about 10 of them, where we simply recorded a person's comment on a separate small topic, and that was it. We currently had an information campaign «Transparency and Accountability» within the framework of the working group under the regional military administration. There is a structure where the members of this working group talk about their achievements, what they can share with the general public within the framework of the law. As RMA, we provide such a platform in the media center. There are two formats: a press briefing with the participation of journalists and a briefing, well, not a briefing, but just a comment. Some members of the working group «Transparency and Accountability», for example, representatives of the SSU, we gave a format with numbers, a text version. The Military Prosecutor's Office, the SBI — they went to a briefing as part of this information campaign with the participation of journalists. Options were offered to the prosecutor's office, we provided a platform,» Nataliia Hrudova said.
It should be noted that the Mykolaiv Regional Prosecutor's Office holds a final press conference every year at the beginning of the year, where it answers journalists' questions about the results of the previous year's work. The last press conference of the head of the Mykolaiv Regional Prosecutor's Office, Dmytro Kazak, was held on February 15, 2023.
