As a subsidy from the loss of the military personal income tax, communities of Mykolaiv Oblast can receive only UAH 517 million, — the document

The Verkhovna Rada of Ukraine can allocate over 517 million hryvnias to the communities of the Mykolaiv region to compensate for the loss of personal income tax from military income.

This is stated in the appendix to the proposal to the Project on the State Budget for 2024, which was submitted by People's Deputy Ihor Fries, a copy of which is at the disposal of «NikVesti».

It should be noted that earlier the head of Mykolayiv OSA, deputy of the city council Vitaly Kim announced that the budget of the region will not receive 2 billion hryvnias due to the deprivation of his military personal income tax.

According to the document, 32 communities of the Mykolaiv Oblast plan to allocate subsidies in the amount of 517 million 191 thousand hryvnias.

Mykolaiv City Territorial Community of the city of Mykolaiv can receive the largest amount of subsidy in the amount of 346 million 352 thousand hryvnias.

Ochakivska city territorial community can also receive compensation in the amount of 54 million 131 thousand hryvnias, Pervomaysk city territorial community — 38 million 326 thousand hryvnias, Yuzhnoukrainsky city territorial community — 16 million 386 thousand hryvnias, Voznesensk city territorial community — 11 million 181 thousand hryvnias.

One of the communities of the Mykolaiv Oblast, which suffered the most damage during the occupation by the Russian military, the Sniguriv community can receive a subsidy in the amount of 1 million 898 thousand hryvnias.

At the same time, the Koblivska rural territorial community is among the communities that will probably receive the smallest amount of compensation — it will receive only 455,000 hryvnias.

Earlier, Oleksandr Sienkovych stated that, considering the size of the amount, the loss of the military personal income tax would mean that "the Mykolaiv project will be put to rest."

Later, he said that the Ministry of Finance is looking for a mechanism to compensate the city for the loss of personal income tax paid by the military and plans to balance the budget to the level of 2021.

As you know, as part of the preparation of the law «On the state budget for 2024», the Cabinet of Ministers plans to direct all revenues from the personal income tax of military personnel, 64% of which currently remain in local budgets, to the state budget. The Association of Cities of Ukraine believes that these funds will most likely be dissolved in the state budget, as well as 36% of the current personal income tax, which is administered by the Ministry of Finance. We are talking about 25.8 billion hryvnias this year and 93.7 billion hryvnias next year, Prime Minister Denys Shmyhal clarified the day before. The relevant government bill has already been submitted to the Verkhovna Rada.

The budget of Mykolaiv will thus lose 2.7 billion hryvnias, the mayor of the city Oleksandr Senkevych said.

Deputy of the city council Serhii Kantor believes that the mayor Oleksandr Sienkovych should present an «action program" after the government withdraws personal income tax from military income from the city budget.

At the same time, deputy Oleksandr Bereza said that under such conditions it will be difficult to foresee an item of expenditure in the budget aimed at the development of the city, and deputy Artem Ilyuk believes that in this case the city will have to include the economy mode and look for additional income. The director of the Mykolaiv Regional Administrative Court, Dmytro Bezdolnyi, stated that the repair of shelters, residential buildings, and roads are priority issues of the 2024 budget breakdown by object. Their financing depends on the possibility of allocating funds from the state budget, since the city budget will not be enough due to the loss of the military income tax.

People's deputies also commented on the situation with the loss of military personal income tax. In particular, People's Deputy of Ukraine Maksym Dyrdin announced that he will not make amendments to the 2024 state budget for the Mykolaiv region. Unlike his colleague, People's Deputy Oleksandr Pasichniy said that he is working on amendments to the state budget for 2024 to balance the revenues of the city of Mykolaiv with subsidies after the loss of personal income tax (PIT) paid by the military.

People's Deputy of Ukraine Ihor Nehulevskyi said that he supports the removal of the military personal income tax (PIT) from the budgets of communities, because now the priority is the victory of Ukraine, so all other issues, including the everyday needs of communities, should be put on the back burner.
