The contractor who won the tender did not complete the repair of the house damaged by shelling before winter

In Mykolaiv, the contractor, who was supposed to overhaul one of the high-rise buildings in the Ingul district that was damaged by shelling by the end of December, does not have time to complete the work.

Mykolaiv City Council deputy Maksym Kovalenko announced this on Friday, December 22, during a meeting of the budget committee, NikVesti reports.

As you know, on November 6, 2023, the Department of Housing and Communal Services of the Mykolaiv City Council entered into an agreement for the overhaul of an apartment building at 132 Kosmonavtiv Street with the company Capitalzhitlobud in the amount of 6.7 million hryvnias. The winner had to finish the work by December 1 of the current year.

Mykolayiv City Council deputy Maksym Kovalenko emphasized that a projectile hit the building, which damaged the building, which led to the destruction of the slab and fasteners from the 9th to the 7th floor, as well as the displacement of the main structures of the building. Therefore, it was important to complete the repair work before the end of the year, before the frosts started.

«There is a building on 132 Kosmonavtiv Street in the Inhulskyi district. There is a problem that a projectile hit there and broke the slabs and fasteners from the 9th to the 7th floors, and as a result, the main structures of this house shifted. The tender was won by one of the contractors, the deadline was until the end of the year, but he didn't have time to do anything, he just covered the seams between the floors. It is necessary to understand the situation, what to do next for people, because there it is necessary to replace the windows and carry out further work. It is necessary to take the situation under control, because we needed to do it before frost and cold. People are worried because of this, several apartments there have been declared emergency,» noted the deputy.

Ihor Nabatov, the first deputy head of the State Housing and Communal Services, explained that the delay in the repair was due to a long-term procedure, but the money for the work is provided for 2024.

«The contract with this contractor will definitely be extended, because we must not lose contracts. Why did it happen? Therefore, in order to conclude a contract, there is a whole procedure that involves at least 4 preliminary stages, all these conditions were fulfilled and finally we came to the conclusion of the contract. «Unfortunately, the situation happens that the contractor does not have time, but the money is secured for 2024, so the work will definitely be continued and will be finished in the near future,» he answered.

Changes were made to the tender documentation dated December 6, according to which the deadline for the works was extended until July 1, 2023.

Thus, in 2023, the contractor performed works worth 692 thousand 721 hryvnias. In 2024, works are planned for the amount of 6 million 17 thousand hryvnias.

The specifications refer, in particular, to the dismantling of structures and installation of new ones, roof repair, dismantling of destroyed balconies, restoration of ceilings, repair of walls and floors, etc.

We will remind that 40 million hryvnias were allocated from the Mykolaiv budget this year for the restoration of high-rise buildings damaged as a result of Russian shelling.

The first high-rise building damaged by shelling in Mykolaiv began to be restored at the expense of the city budget in July 2023. We are talking about a house on Krylov, which was hit by a Russian missile in the summer of 2022.
