The Mykolaiv City Council menbers approved the city's budget for 2026.

The decision was made today, 30 December, during a city council session, according to NikVesti.

As is known, the Mykolaiv City Council will appeal to the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine with a request to provide an additional subsidy from the state budget. According to the city's calculations, its own budget revenues for 2026 are only enough to cover 82.5% of the actual needs, and the financial resource deficit exceeds 1 billion 140 million hryvnias.

«The draft budget submitted for voting today sets the salaries of government bodies at the 2025 level. What does this mean? It means that this amount, which was actually paid to people in 2025, does not even take into account the vacancies that existed in these bodies this year. In other words, while previously it was calculated entirely based on the staffing table and there was still money from vacancies, now only the funds that were in the 2025 budget and actually paid out over 12 months are being used,» said Oleksandr Sienkevych during the session.

In turn, the secretary of the Mykolaiv City Council, Dmytro Falco, added that an additional subsidy will be allocated to the city budget in 2026.

«On Monday, we learned that the city budget will receive an additional subsidy in 2026. People, figuratively speaking, worked on this issue day and night for 24 hours: they resubmitted it and submitted it for consideration by the executive committee and the relevant commission. The commission, in turn, considered the issue, after which it was supported and voted on. And today, this draft decision, with all the amendments that have been developed over the past two weeks, is being submitted to the session hall,» he said.

The director of the city council's finance department, Vira Sviatelyk, clarified that Mykolaiv received a subsidy of 267 million 576 thousand hryvnias — an additional grant from the state budget to support frontline territories.

Thus, the budget revenues for 2026 amount to 5 billion 546 million hryvnias, and the total budget expenditures amount to 5 billion 275 million 353 thousand 815 hryvnias.

We would like to remind you that today, Mykolaiv Mayor Oleksandr Sienkevych announced the updated version of the draft budget during a meeting of the executive committee, which was approved by the members of the executive committee. Thus, budget revenues for 2026 remained at the previous level — 5 billion 546 million hryvnias.

At the same time, there was a redistribution between funds. General fund revenues were reduced by 1 billion hryvnias — to 4 billion 472 million hryvnias, while special fund indicators remained unchanged — 74 million 44 thousand 752 hryvnias.

The total budget expenditure in the new version is 5 billion 275 million 353 thousand 815 hryvnias. At the same time, expenditures were redistributed between funds.

General fund expenditures were reduced from 4 billion 649 million 805 thousand 679 hryvnias to 3 billion 981 million 563 thousand 526 hryvnias, i.e. by 668 million 242 thousand 153 hryvnias.

Special fund expenditures, on the contrary, increased from 625 million 548 thousand 136 hryvnias to 1 billion 293 million 790 thousand 289 hryvnias — also by 668 million 242 thousand 153 hryvnias.

The changes affected the budget balance

It should be noted that the general fund surplus increased from 822 million 471 thousand 435 hryvnias to 1 billion 498 million 713 thousand 588 hryvnias, i.e. by 676 million 242 thousand 153 hryvnias.

The special fund deficit increased from 797 million 891 thousand 787 hryvnias to 1 billion 466 million 133 thousand 940 hryvnias, which is 668 million 242 thousand 153 hryvnias more .

Lending indicators were also revised. Loan repayments to the special fund remained unchanged at 8 million 952 thousand 100 hryvnias.

Loans from the special fund were increased from 246 million 488 thousand 103 hryvnias to 255 million 440 thousand 203 hryvnias, i.e. by 8 million 952 thousand 100 hryvnias.

The amount of funding for municipal programmes was reviewed separately. In the previous version, 4 billion 421 million 192 thousand 13 hryvnias were allocated for their implementation. After the changes, this amount was increased to 4 billion 707 million 775 thousand 350 hryvnias, which is 286 million 583 thousand 337 hryvnias more .

A clause on financing the OKP Mykolaivoblteploenergo was also added to the decision. 192 million 456 thousand 123 hryvnias was allocated to replenish the enterprise's authorised capital .

Of this amount, 126 million 660 thousand hryvnias are planned to be used to fulfil obligations under sub-loan agreements, and another 65 million 796 thousand 123 hryvnias — to repay debts for energy carriers.

The current balance of the budget and the reserve fund remained unchanged at 50 million hryvnias each. At the same time, their share in the general fund expenditures increased from 1.1% to 1.3%.
