Due to the city budget deficit, Mykolaiv is counting on additional support from the state budget. Mayor Oleksandr Sienkevych is preparing to travel to Kyiv, where he will defend the city's need for a 1.1 billion hryvnia subsidy.

He announced this during a city council session on 29 January, according to NikVesti.

According to the mayor, the city's budget currently only has enough funds to cover 82.5% of salaries and utilities. To cover this gap, the Mykolaiv authorities are trying to obtain a subsidy of 1.1 billion hryvnia from the state.

The mayor also said that the head of the regional military administration and councillors Oleksandr Haidu, Oleksandr Pasichnyi and Ihor Kopytin are involved in resolving the issue. A joint appeal has already been sent to the Ministry of Finance and the relevant committee of the Verkhovna Rada.

«Last week, we held an online meeting with the head of the regional military administration, Vitalii Kim, and councillors Oleksandr Haidu, Oleksandr Pasichnyi and Ihor Kopytin. We worked on the appeal, prepared it and have already sent it to the Ministry of Finance, the head of the relevant budget committee, Roksolana Pidlasa, and council members for further consideration,» said Oleksandr Sienkevych.

In addition, the Association of Ukrainian Cities has submitted a similar appeal to the Office of the President of Ukraine. The city authorities have already been asked to prepare a detailed presentation of Mykolaiv's budget with a description of the problematic issues.

«I have already received a phone call asking me to prepare a detailed presentation of the city's budget with all the problematic issues — we will go to defend it in the near future. They will set a date for a meeting where we will explain why the city lacks financial resources. Currently, we are counting on receiving a subsidy in the amount of 1.1 billion hryvnias. When the specific amount is agreed upon and we receive confirmation, you (deputies, — note) will be informed during its distribution. Currently, the city budget covers only 82.5% of the needs for utilities and salaries. We are asking for state support exclusively to cover these expenses in order to stabilise the financial situation,» said the mayor.

We would like to remind you that at the end of 2025, 653 million hryvnias remained unspent in the Mykolaiv budget. These are the official data on the use of Mykolaiv's budget funds as of 1 January 2026, published on the official website of the city council.
