The residents of the building on Admiralska Street are confident in the reconstruction of the house after the results of the examination — the DHCS has doubts due to the lack of funds in the budget

In the next few weeks, the residents of the dilapidated building at 32 Admiralska Street will receive the results of the technical inspection. They are waiting for positive results, which will give the Mykolaiv housing and communal services department the opportunity to install a temporary shelter over the building.

The builder and resident of the building Viktor Zagorui told about this during the conversation, the correspondent of «NikVesti» reports.

It will be recalled that the residents of the building have been asking the authorities for the second month to install a temporary roof for the period of cold weather in order to prevent the complete destruction of the building.

Victor Zagorui said that the examination was supposed to be performed with grant funds in Kyiv, but after a long wait for their provision, they decided to order it from a specialist from Mykolaiv. Already in the near future, people will receive results. According to the residents' expectations, the category of destruction will give the representatives of the DHCS an opportunity to install a roof over the building for the period of cold weather.

— I warned the DHCS that we will order the examination on our own. Among our residents there are builders, architects who currently live in Kyiv. They said that they would get grants, conduct an examination there, because it would be easier. We went in this direction, but unfortunately lost time. Today we ordered an examination from a Mykolaiv specialist. We hope that the examination will be ready in the coming weeks. Previously, we discussed that this will be the second category and after the decision, the DHCS will be able to work on the object, carry out restoration work. Today, the most necessary work is a temporary shelter over the second and third sections. It is necessary to close the windows so that there are no further destructions. Until the DHCS receives this conclusion, they cannot do anything. We have already discussed it, the building falls under the second category — the destruction here is from 40% to 80%, therefore, after the examination of the Dzhkhg, they will get involved in the work and make at least a temporary shelter, — Viktor Zahorui is sure.

At the same time, the head of the city's sustainable development department of the Department of Housing and Communal Services, Volodymyr Nikolaychuk, who was also present at the meeting, commenting on the possible reconstruction of the building, said that the city can either hand over the facility to the Reconstruction Agency for financing from the state budget, or carry out the work at Mykolaiv's expense.

— Given that we still do not have the technical report, there is no reason to spend money to make repairs or temporary covering here. Even temporary covering is the use of funds and materials. When we have the technical report and the conclusions that the house needs to be restored, then we will take this into account and do everything to save the entrance and plan for the restoration. We have several ways: either to order design and estimate documentation and submit it to the Agency for Reconstruction, or, if the city budget allows, to restore by the city. Although I doubt it for next year. Everything rests on the technical report and when it will be, — answered Volodymyr Nikolaychuk.

Speaking about the situation with the receipt of payments to the residents of the house, the official explained that this is also due to the fact that they did the technical inspection on their own without submitting supporting documents to the HBC (house-building company). Currently, none of the residents will be charged.

— Due to the fact that the residents took the initiative for the technical inspection and there was no document confirming the destruction, it turned out that we wrote letters, but without confirmation, some enterprises still provided payments. This issue has been resolved both with the management company and with the utility service providers. We took the deed from the HBC, which inspected this house, so that we would not charge anything. Even if the payments were received, a recalculation will be made, he added.

As you know, on the night of July 20, Russian troops launched a missile attack on Mykolaiv. As a result of the impact, a three-story residential building was destroyed.

The next day, representatives of the city authorities announced plans to demolish the building completely.

In September, residents independently ordered a technical inspection of the building. In this way, they will find out whether the house is suitable for living.

During the attack, an elderly couple died in the house. First, a man's body was taken out from under the rubble. A little later, the woman's body was pulled out.

Due to the impact, the building of the regional center of folk art, which housed the house of pioneers in Soviet times, where the poet-songwriter Mark Lysyanskyy began his creative career, was also destroyed.
