The Public Prosecutor’s Office is seeking fines totalling over ₴3.4 million from contractors in Mykolaiv in court

Archive photo NikVestiThe Mykolaiv District Prosecutor’s Office is challenging the actions of several contractors in court regarding repair works, including those carried out in shelters. The case concerns the invalidation of additional agreements, late completion of repairs and incomplete payment of contributions to the city budget. Specifically, under three contracts, contractors are being fined 1.4 million hryvnias, whilst under another contract they could face a fine of 2 million hryvnias.
This is stated in a report by the Mykolaiv District Prosecutor’s Office on the results of the first half of 2026, according to NikVesti.
Specifically, the District Prosecutor’s Office has filed three claims with the Commercial Court of Mykolaiv region concerning supplementary agreements between the Department of Housing and Communal Services and contractors regarding the repair of the shelter, the roof of a high-rise block and the restoration of a residential building damaged during the war. These agreements are to be declared invalid.
The prosecutor’s office explains that the parties significantly extended the deadlines for completing the work but failed to provide justification for doing so.
«Penalties totalling 1.4 million hryvnias are currently being imposed in connection with these claims,» the prosecutor’s office also reported.
Due to the delayed repair of the shelter at the Mykolaiv hospital , the prosecutor’s office has filed a claim for the contractor to pay penalties amounting to 2 million hryvnias.
“The contract for repair works on the hospital’s shelter stipulated that the works should be completed by May 2025, but they were not finished on time,” the prosecutor’s office noted.
The case is ongoing. However, the State Enforcement Service has frozen the company’s bank accounts to recover the 2 million hryvnias fine.
In addition, the Commercial Court has initiated proceedings to recover 230,000 hryvnias in share contributions from the developer in favour of Mykolaiv City Council. According to the prosecutor’s office, the developer artificially reduced the construction cost estimate in order to avoid paying the full mandatory contribution to the budget. The district prosecutor’s office therefore took the matter to court.
It should be noted that during the first half of 2026, prosecutors in the Mykolaiv region referred 922 indictments to the courts. These included dozens of cases involving corruption, offences relating to public finances, drug trafficking, as well as evasion of military conscription and the illegal smuggling of men across the state border.
Furthermore, the prosecutor’s office reported that, over the first six months of 2026, a fall in crime rates of almost 15 per cent was recorded in Mykolaiv. There was a reduction in the number of serious crimes, intentional homicides and criminal offences against property.
