Detectives from the National Anti-Corruption Bureau are carrying out investigative operations in Mykolaiv on Wednesday, 7 October.

A correspondent for NikVesti has confirmed that a search is taking place at the Mykolaiv Regional Military Administration’s Department of Urban Planning, Architecture, Capital Construction and Development Project Support. Law enforcement officers are in the office of the official responsible for public procurement within the department. The department is located on Admiralska Street.

In the morning, officers wearing masks and bearing NABU insignia stopped a Nissan car on Artilleriiska Street, near the junction with Pavlo Skoropadskyi Street, according to the publication «Novyny-N». According to the publication, law enforcement officers searched the car, including the boot, and made an arrest. The publication did not specify who was arrested.

The NABU press office told «Novyny-N» that it would not comment on the investigative actions at this stage and would provide details once a notice of suspicion had been issued. As of the time of publication, there is no information regarding the investigative actions in Mykolaiv on the official websites of NABU and the Specialised Anti-Corruption Prosecutor’s Office (SAPO).

Some Telegram channels report that the searches are linked to the renovation of the Mykolaiv Regional Children’s Clinical Hospital. There is no official confirmation of this. Information about searches taking place inside the hospital itself has also been circulating on social media. The hospital’s chief physician, Oleksandr Plitkin, refuted this in a comment to NikVesti: according to him, no searches are taking place at the hospital.

What is known about the hospital’s refurbishment

The client for the fourth phase of the renovation of the regional children’s hospital at 21 Mykolaivska Street is the Department of Urban Development of the Mykolaiv Regional Military Administration. The department announced the tender in March 2025 with an estimated cost of 614.9 million hryvnias. The contract was awarded to Antares-Bud LLC with a bid of 596.4 million hryvnias. As reported by NikVesti, the company submitted its tender documents just six minutes after the tender was announced. The bid from the second participant, Riola-Modul Ltd, which was 16.4 million hryvnias cheaper, was rejected. The contract was signed on 21 April 2025, and the completion deadline was extended to the end of 2027.

According to the Treasury, between May 2025 and September 2026, the department transferred 252.8 million hryvnias to the contractor under this contract, representing 42 per cent of the contract value. Of this amount, approximately 128.9 million hryvnias was paid for construction works, and 124 million hryvnias for equipment. The majority of the payments, totalling 230.1 million hryvnias, were designated as European Union funding.
