The maintenance department, which «has no money» to repair the road to Matviivka, wants to commission repairs to one kilometre of the road to Ochakiv for nearly $1 million

The Mykolaiv Region Infrastructure Restoration and Development Service plans to repair 1.28 kilometres of road to Ochakiv, at a cost of 44.1 million hryvnias.
This is according to data in the ProZorro public procurement system, as reported by NikVesti.
The project concerns a section of the T-15-07 road «Mykolaiv — Parutyne — Ochakiv — Chornomorka holiday resort» between km 33+000 and km 34+280. The state budget is listed as the source of funding.
The Road Maintenance Service plans to repair one kilometre of road to Ochakiv for 44 million hryvnias, screenshot from ProZorroThe contractor will be required to complete the road repairs by 20 December 2026: preparatory and milling works, levelling and grading of surfaces, laying of asphalt concrete surfacing, and application of road markings.
According to the tender documentation, the contractor is to carry out milling work on a 10-centimetre-thick asphalt concrete surface covering an area of 10,200m². In effect, this means that repairs will be carried out on an 8-metre-wide carriageway over a 1.28-kilometre stretch.
The process of submitting tender bids by prospective bidders is currently underway, with the auction scheduled for 16 July.
It is worth noting that the Regional Infrastructure Restoration and Development Service rejected Mykolaiv’s verbal request to repair the road at the entrance to the Matviivka neighbourhood, which is in a state of disrepair.
Oleksandr Bereza, Head of the Central District Administration, has asked the mayor to help resolve the issue of road repairs in Matviivka.
«I require your personal intervention regarding the repair of the section of road leading to the Matviivka neighbourhood, which is maintained by the Road Service. There have been many complaints about the condition of the road itself,» said Oleksandr Bereza.
Following this, Mayor Oleksandr Sienkevych announced that the city council would formally submit a request to the Restoration Service to repair the road.
It is worth noting that the Regional Infrastructure Restoration and Development Service had previously refused Mykolaiv’s verbal request to repair the road at the entrance to the Matviivka neighbourhood, which is in a state of disrepair.

Photo: ‘NikVesti’As a reminder, the first section of the «Mykolaiv — Parutyne — Ochakiv — Chornomorka holiday resort» road, which passes through the villages of Stara Bohdanivka, Kozyrka and Parutyne, was repaired back in 2020. In total, four sections of the road were planned for repair. Three contracts for the ongoing repair of the road, totalling 96.9 million hryvnias, were awarded to the controversial company «Rostdorstroi».
The idea of the «Mykolaiv Riviera» – to link the region’s Black Sea resorts with a single road – was first mooted in early 2021: Deputy Governor Mykola Marinov spoke of plans to link the resorts of the Mykolaiv region along the coast.
A key element of this plan was the T-15-07 route: «Mykolaiv — Parutyne — Ochakiv — Chornomorka holiday resort». In September 2021, as part of the «Great Construction» programme, nearly 1.2 billion hryvnias were allocated to the project — the plan was to repair 72.8 km of the road. And as early as January 2022, the Road Service promised to complete the repairs before the start of the tourist season.
But what about road repairs in Mykolaiv?
Following this year’s winter, deep potholes have appeared on Mykolaiv’s roads due to the effects of freeze-thaw cycles and the de-icing chemicals that were spread over the tarmac.
Mayor Oleksandr Sienkevych stated that the city budget currently lacks funds for routine and major road repairs. He noted that the budget allocates just 20 million hryvnias exclusively for patching potholes for the whole year.
Meanwhile, in a comment to NikVesti, Vitalii Shevchenko, director of the municipal enterprise «ELU Avtodorig», explained that there will be no large-scale pothole repairs on Mykolaiv’s roads for about another month due to unstable weather conditions and the dampness of the road sub-base.
In early March, municipal workers began carrying out pothole repairs on Tsentralnyi Avenue.
And it was decided to allocate 14 million hryvnias from Mykolaiv’s budget for emergency and pothole repairs to roads.
As of May 2026, over 8,500 square metres of roads with emergency potholes had been repaired in Mykolaiv. At the same time, the municipal enterprise «ELU Avtodorig» has announced a tender for the repair of potholes and other deformations in the asphalt concrete surface in Mykolaiv. Over 3 million hryvnias are planned to be allocated for the works.
