The first tender was cancelled; no bids were submitted for the second. Consequently, a contract worth 6.6 million hryvnias was awarded directly to a contractor.
The information was published on the Prozorro public procurement system.
The first tender was announced on 12 June. The estimated cost of the health and leisure services was 8 million hryvnias. These were to be provided between 30 June and 30 September.

The technical specifications state that the services were to be provided within the Mykolaiv region «in an ecologically clean, out-of-town area». The maximum cost of services per day must not exceed 1,000 hryvnias.
The accommodation requirements specified permanent buildings with room-by-room accommodation. Rooms must be refurbished and furnished, with a round-the-clock supply of hot and cold water. Each family must be accommodated in a separate room without sharing.
«Living conditions: en-suite facilities. Rooms are equipped with fridges, televisions and air conditioning. Catering conditions — three full, balanced meals a day in accordance with the menu, served in a separate dining room, organised in accordance with the requirements of current legislation. The option to provide special dietary meals is available,» the technical specifications state.
Special conditions stipulated the right of the Department of Social Protection to verify the declared facilities and the health-improving nature of the holiday. The tender participant was required to undertake to provide unhindered access for this purpose.
The sole tenderer was sole trader Valerii Vranchan, who was declared the winner. According to You Control, he has since deregistered his business. In 2022, the Department of Social Protection had already concluded a similar contract with him worth 4 million hryvnias.

The explanation states that the tender documentation lacks information on how to verify details of the ultimate beneficial owners of a non-resident participant. Furthermore, they were unable to verify the entrepreneur’s electronic signature.
The tender was re-launched with an estimated value of 6.6 million hryvnias, this time for the period from 20 July to 30 September. On 22 July, the tender was cancelled because no entrepreneur had submitted a bid.

The Department of Social Protection of the Mykolaiv Regional Military Administration told NikVesti that the health and rehabilitation services are being commissioned for military personnel, specifically combatants and their families, people with war-related disabilities and their families, and the families of fallen and deceased war veterans.
«It is planned to provide health and rehabilitation services to around 1,000 people. The duration of a service recipient’s stay at the health resort is 7 days,» the Department of Social Protection of the Population stated.
