A new leisure park has been created in Novyi Buh. It is situated near the centre for extracurricular education. The main question remains as to who will maintain the site. Furthermore, it has emerged during council committee meetings that the necessary paperwork has not been finalised for the parks that already exist in the town.

The decision to create the park was adopted on 17 September at a session of the Novyi Buh City Council, according to NikVesti.

Initially, councillors discussed the creation of the park at a meeting of the land committee. The Culture and Recreation Park will cover an area of approximately 2 hectares. As a city council official noted, the park needs to be established and its custodian identified. In addition, documents for the park area and documentation for the green spaces – which will first need to be surveyed — will have to be drawn up. The main issue remains the entity responsible for its maintenance.

«The park must be preserved. It contains valuable plantings. The plan is to create both a park area and a recreation area,» the official noted.

The committee also noted that the park is home to the «Your Space» extracurricular education centre. It maintains part of the park near the centre itself.

«Won’t this park end up like the playgrounds and suchlike? We’ve built it — it looks lovely, yes. And then we’ve forgotten about it. Wolves are howling, ragweed is blooming, and people are waiting. We’ll pour loads of money into it, and ragweed will still be blooming,» remarked the councillor.

Nataliia Khudozhnyk, head of the centre for out-of-school education, pointed out that the park is needed because it contains unique plants and has specially designed nature trails. But there is a great deal of work to be done in the park. And an out-of-school educational institution simply cannot cope with it.

«We’re tidying up the area as best we can. We have neither the technical, human nor budgetary resources to bring this park up to standard. So, we’re raking and pruning as best we can. We organise tourist events and other competitions. But to look after the park and work there… I’d have to take my teaching staff off their duties. I have one staff member, two retired caretakers and 15 women of middle and pre-retirement age,» remarked Nataliia Khudozhnyk.

It was stated at the committee meeting that the first step is to expand the staff of the municipal enterprise that will manage the park. Furthermore, officials pointed out that there is a decision from previous years, adopted by the city council, regarding parks and public gardens in the Novyi Buh area. There are 13 in total, including the arboretum. They are indicated in the master plan but lack formal documentation. This raises the question of whether the new park will be situated on the site of the arboretum.

«There are only the names of the parks. There are no documents to support this. There isn’t even a record of the old resolution when it was adopted,» noted the official, adding that they need to start somewhere, and then the other parks can be formalised.

The Land Commission concluded that a city council resolution is required to establish the park, after which it will be possible to designate the entity responsible for its maintenance and draw up the necessary documentation. The Budget Commission also noted that this is a complex issue, and that once the area has been brought into order, funding can be allocated for the following year.

At the session on 17 September, councillors of the Novyi Buh City Council approved the creation of the park. It will have the status of a «recreational park». The site is to be included in the list of green spaces for public use in Novyi Buh, and the right to use the land plot is to be formalised.
