The Mykolaiv DHCS expects that already in November regional thermal energy will receive compensation under the «Available Water» program

The Department of Housing and Communal Services of the Mykolaiv City Council expects that already in November, Oblast Teploenergo will be able to receive compensation under the «Available Water» program.

Ihor Nabatov, the first deputy director of the department, said this during a meeting of the city council commission on economic policy on October 24, writes «NikVesti».

As you know, since the beginning of 2023, «Mykolaivoblteploenerho» has provided citizens with drinking water for a total amount of 22 million hryvnias, but it has not yet received compensation under the «Available Water» program, the director of the company, Mykola Lohvinov, said.

Ihor Nabatov explained that such a situation arose due to the lack of a compensation mechanism and assured that this issue has been fully worked out so far. Next, he explains, the mechanism for calculating compensations must be approved by the executive committee of the city council on October 25, so Oblteploenerho can receive the funds already in November.

— So far, no one has received anything due to the fact that there was no mechanism. It was not there for the reason that there were comments from both OCE «Mykolaivoblteploenerho» regarding the text of the mechanism, and from CE«Pilot», which is the main executor. All the comments provided by the enterprises were taken into account. There was a separate meeting with representatives of these enterprises. This mechanism was then sent separately to public scrutiny, which also had comments that have already been removed. At the same time, we went to the finance department and literally five minutes ago they wrote to me that finally this mechanism was agreed and tomorrow (October 25, note) it will be submitted to the executive committee for approval. That is, if the members of the executive committee support it, tomorrow this issue will be voted on. Then the implementation of the program will begin already in early November. In order for it to be implemented in its entirety, those executors provided for in this program must be in the network of recipients of funds of the Housing and Housing Department. To date, CE «Pilot» and OCE «Mykolayivoblteploenerho» are already online, — said Ihor Nabatov.

He also added that the problem with the compensation mechanism arose due to the lack of such experience among the implementers of the program, in particular the Housing and Housing Department.

— In fact, similar programs have never been accepted either in the city of Mykolaiv or on the territory of Ukraine. That's why there were such hiccups. The people who make decisions about the implementation of this program in Mykolaiv do not yet have the relevant experience. In particular, the Housing and Housing Department itself, frankly speaking, did not have the relevant experience. Indeed, he could not foresee all the nuances that arose in the process of its implementation, — added the first deputy.

We will remind that in June 2023, deputies of the Mykolaiv City Council approved the «Available Water» program on the second attempt. It was planned to allocate 37.6 million hryvnias from the city budget for its implementation in 2023. These funds were to be spent on the maintenance of reverse osmosis stations, of which there are currently 145 in Mykolaiv.

Mykolaiv Zoo was recently added to the program. It will receive funds from the city budget for maintenance, maintenance and repair of water treatment systems.

Earlier it was also reported that the water under the «Available Water» program is not potable.

Dmytro Falko, the secretary of Mykolaiv city council, said that in Mykolaiv after the war, the city council plans to create a utility company that will take care of the purified water points, service them and sell water to the population. At the same time, the cost of a liter of water, according to preliminary calculations, can be 20 kopiyok.
