Photo: NikVesti archiveFormer deputy mayor of Mykolaiv Oleksandr Omelchuk has refuted claims regarding issues with the «Energiia» park. According to him, the plot of land was legally formed with the involvement of the relevant departments of the city council and was free of any encumbrances.
He wrote this on Facebook, commenting on a statement by the director of Oblteploenergo, Mykola Lohvinov, who accused him of the ‘fictitious nature’ of the documents for the land under the industrial park.
Oleksandr Omelchuk dismissed the head of the municipal enterprise’s accusations as «false rhetoric» and emphasised that at the time the industrial park was established, there were no third-party plots on this territory. According to him, the land registration was approved by the council.
«Today, a corrupt scoundrel who profits from people by imposing unlawful heating tariffs has used my name in his mendacious rhetoric (...) The land plot for the ‘Energiia’ municipal industrial park was formed in accordance with a decision of the city council session from available reserve land, with the direct involvement and on the basis of documents from the Department of Architecture and Land Management! There were no other previously allocated plots on the cadastral map at the time of allocation, nor could there have been. After all, the industrial park plot with its own unique cadastral number would not have been formed then!» stated Oleksandr Omelchuk.
He also suggested that the story about «squatting» and the impossibility of construction is merely a manipulation. In the former deputy mayor’s view, the current leadership is simply trying to change the land’s designated use, and the talk of ‘three plots’ is needed only to «pull the wool over the councillors’ eyes» during the vote.
«I don’t know what has appeared there after the city authorities failed to implement the industrial park project over the course of five years, nor why a solar power station now needs to be built there, whilst the park’s industrial infrastructure was deemed impossible. Although there is clearly a need to change the designated use of the previously allocated plot from an industrial park to a solar power station. That is probably why they came up with a scheme to pull the wool over the councillors’ eyes with some three plots in order to secure votes,» added Oleksandr Omelchuk.
Separately, Oleksandr Omelchuk supported councillor Olena Kiselova’s proposal to strip Mykola Lohvinov of his bonuses. According to him, the director of the municipal enterprise «is profiteering off the people», and the prospect of losing his bonuses left him «speechless».
«But I know for a fact that the city councillor’s proposal (bravo, Olena Vasylivna!) to strip the negligent head of the municipal enterprise of his bonuses caused him near-verbal paralysis, because how on earth will he fill up his Mercedes 0512 without his bonus? I won’t write about the ‘appropriateness’ and ‘timeliness’ of the solar farm construction project in a high-risk area, as I have neither the time nor the inclination to explain the obvious,» wrote Oleksandr Omelchuk.
As a reminder, in March 2024, the Mykolaiv industrial park ‘Energia’ was removed from the official register due to a lack of activity reports. Since 2018, it had been located in the Korabelnyi district and occupied a plot of land measuring 36 hectares.
