The contractor has failed to complete the renovation of the roof at Lyceum №3 in Mykolaiv for the second time — the work has been ongoing for two years

The completion of construction work on the renovation of the shelter at Mykolaiv Lyceum №3 has been delayed by a further three months — tentatively until October 2026. This time, the delay is due to a hold-up in funding from the state budget.

This was announced by Oleksii Savchuk, Head of the Capital Construction Department, in a comment to NikVesti.

The reconstruction of the shelter was due to be completed by 30 July 2026. However, the contractor is unable to complete the work within the set deadline, as the project has received no funding since January.

«Work has continued, but not at the same pace, because there has been virtually no funding since January. Without this, it is very difficult to carry out projects of this scale. Therefore, of course, the pace has not been what it could be with funding, but now, following the registration of the contract, we will be able to pay for the work completed and the pace will be much faster,» said Oleksii Savchuk.

Currently, 12.1 million hryvnias have been allocated from the state budget for the construction of the shelter at Lyceum №3, said Oleksii Savchuk. A further 5.2 million hryvnias have come from the city budget.

Although the funds formally arrived as a grant from the state budget, their source is international aid. The funding is provided under the FELICITY II programme, which is supported by the European Investment Bank and the German government, and implemented by the German state organisation GIZ.

He also noted that there are no plans to terminate the contract with the contractor. Instead, the deadlines for the work will be extended through the conclusion of supplementary agreements — covering the period during which funding was unavailable.

«There are existing contracts in place. We will extend the deadline in the supplementary agreements, but only for the period during which funding was unavailable. You do realise that without money, no one will build this properly. And, presumably, there are no contractors at the moment who, in wartime, are prepared to build a large facility using their own working capital — that is very difficult these days,» added Oleksii Savchuk.

The reconstruction of the basement of Lyceum №3 into a shelter began in 2024 — work has been ongoing for two years now. Initially, it was due to be completed by January 2025, then by July 2026. The project involves deepening the basement, reinforcing the structures and external concreting. It also includes replacing the water supply, sewerage, heating and ventilation systems, the lift, the fire alarm system and so on.

Initially, the cost of the shelter’s renovation was estimated at 35.8 million hryvnias, but the cost subsequently rose to 51.2 million hryvnias. «Additional work was required,» said Oleksii Savchuk, Head of the Capital Construction Department.
