DREAM system includes projects to rebuild Mykolaiv region worth ₴92 billion

The state digital system DREAM has already registered 745 reconstruction projects in Mykolaiv region worth over 92 billion hryvnias. So far, only 12.9% of them have been funded, which amounts to 12 billion hryvnias.

This data was published as of 2 January 2026 in the DREAM digital system, according to NikVesti.

This includes projects for the repair, reconstruction, modernisation, overhaul of facilities in the region, as well as the purchase of equipment.

The top three regions in terms of the number of projects submitted to the system are Kyiv region — 1903 projects (362 billion hryvnias), Kharkiv region — 1881 projects (79 billion hryvnias), and Dnipro region — 1011 projects (376 billion hryvnias).

Mykolaiv region is in fifth place with 745 projects (92 billion hryvnias). Mykolaiv ranked first in terms of the number of recovery projects in the region. Currently, 348 projects are registered there with a total estimated budget of 28.22 billion hryvnias. However, the available funding is currently only 2.89 billion hryvnias.

What is known about DREAM?

In March 2024, the DREAM project office team presented digital tools to the communities of Mykolaiv region. 16 communities in the Mykolaiv Oblast already have their own DREAM profiles. In total, 815 governing bodies (communitites, regional administrations, central executive authorities) are already working with the DREAM ecosystem.

The DREAM project office explained that the ecosystem is a tool that allows communities to attract investment to rebuild destroyed infrastructure, and investors to transparently track the flow of their funds and their effective use.

What projects have the Ochakiv authorities published in DREAM?

Currently, the Ochakiv authorities are hoping to find funding for several projects in the city through the state DREAM system. This includes the construction of a tourist information centre, which requires 4 million hryvnias.

The city authorities are also planning to build a rehabilitation centre for war veterans and disabled people. The cost of construction is currently estimated at 190 million hryvnias, and the duration of the work is 4 years.

At the same time, they are looking for a donor through the DREAM system to finance the reconstruction of the Ochakiv Palace of Culture, which was destroyed by Russian shelling, and needs 10 million hryvnias.
