«Asphalt peels off after the first frosts», — Sienkevych criticised ELU Avtodorig

Mayor Oleksandr Sienkevych criticised the quality of the asphalt after patch repairs on Sadova Street and called ELU Avtodorig to check the materials and technology used in the work.

He said this during an open staff meeting on 12 January, according to NikVesti.

The mayor drew attention to the patch repairs at the intersection of Sadova Street and Ihor Bedzai Street. According to him, the work was carried out there only a month or two ago, but after the first frosts, the asphalt began to peel off.

«I have complaints about the quality of the asphalt used by ELU Avtodorig. A month or two ago, patch repairs were carried out on Sadova Street between Ihor Bedzai Street and Tsentralnyi Avenue. This morning, after the first frost, the asphalt began to peel off. Other asphalt is smooth, but this one is not. Please look into the quality and check who you are working with. Fix this situation,» said Oleksandr Sienkevych.

We would like to remind you that during the meeting of the planning and budget committee on 26 December, at which the draft budget for 2026 was discussed, the director of the municipal enterprise ELU Avtodorig, Vitalii Shevchenko, reported on the volume of patching and routine repairs in 2025. According to him, approximately 3,900 tonnes of material were used for the work, which allowed for the repair of more than 32,000 square metres of roads. The thickness of the asphalt layer varies in different areas: some are covered with a 5 cm layer, others with 7-8 cm.

According to Prozorro's open data, in 2025, the municipal enterprise ELU Avtodorig held two tenders for the purchase of asphalt concrete for repair work using its own resources.

The first tender was announced for 9.44 million hryvnias and involved the supply of 2,000 tonnes of asphalt concrete by the end of December 2025. The second tender was concludedfor 12.1 million hryvnias for the supply of 2,200 tonnes of asphalt concrete.

Both tenders were won by the company BILD ROAD LLC, which was registered in 2024. According to YouControl, the company was founded in March 2024 in Mykolaiv. The company's authorised capital is 100,000 hryvnias. Among the founders are Dmytro Basystyi and Andrii Honcharenko. The main activity is the manufacture of concrete products for construction.

Vitalii Shevchenko clarified that sand and gravel for repairs are purchased very rarely, as the company has its own crushing equipment and uses its own gravel.

«In fact, we purchase them very rarely. We have crushing equipment, and we use most of the crushed stone we produce ourselves. If denser or larger crushed stone is needed for certain areas, it can be purchased, but we have not made any additional purchases this year,» said the director.

The commission also discussed the use of special bituminous materials that could extend the service life of asphalt. Shevchenko said that the company had already tried this technology, but the material is four times more expensive than conventional bitumen and retains its properties for only up to a year.

«We tried this material in 2022-2023. It turned out that its effectiveness is limited to one year. If pothole repairs are carried out in the traditional way, they will last at least three to five years,» explained Shevchenko.

Oleksandr Sienkevych instructed the municipal enterprise ELU Avtodorig to thoroughly investigate the situation and check the quality of materials and work in order to prevent further destruction of asphalt in Mykolaiv.
