Photo: NikVestiThe war has significantly complicated the work of the Housing and Utilities Department of Mykolaiv and the Capital Construction Department, as the number of facilities requiring support is growing without a corresponding increase in funding and staff.
This was announced during a press conference on Thursday, 22 January, by Ihor Nabatov, First Deputy Director of the Housing and Utilities Department of the Mykolaiv City Council, according to NikVesti
According to him, in the context of the war, the city is receiving additional projects, in particular with the support of donors and international partners, but the same structural units continue to perform the functions of the customer without any increase in staff.
«We are getting additional projects, which are accompanied by the same number of people and resources, but without actual funding. Figuratively speaking, it is not 10 projects per year that are planned to be implemented, but 12, but the budget is only for 10. At the same time, the number of people has not increased,» explained Ihor Nabatov.
He noted that regardless of the source of funding, all projects require support.
«Permits must be obtained to start construction work, and communication is needed regarding certain types of work. The function of the customer remains with the Capital Construction Management and the Department of Housing and Communal Services, but payment is made not from the local budget, but through entities that help us implement a particular project,» he added.
Ihor Nabatov believes that these circumstances must be taken into account when assessing the number of projects being implemented by the city and the workload on employees during the war.
We would like to remind you that the building of the Mykola Arkas Lyceum in Mykolaiv, which was destroyed by a rocket strike, has already been equipped with the simplest shelter, and stabilisation work is planned to be completed by the end of March 2026.
It was also reported that the City Council's Capital Construction Department has promised to carry out a technical survey to determine whether it is possible to restore Lyceum №51 in Mykolaiv.
