Archive photo: NikVestiIn Mykolaiv, the division of responsibilities between municipal enterprises regarding the maintenance of public areas has been revised. The municipal enterprise «ELU Avtodorig» will now be responsible for both the collection and recycling of reinforced concrete structures, whilst the sports and play area on Kherson Highway has been assigned to the municipal enterprise «DEZ «Pilot»».
The decision was supported by members of the Mykolaiv City Council’s executive committee on Wednesday, 14 October, according to NikVesti.
As explained by Ihor Nabatov, First Deputy Director of the Department of Municipal Services at Mykolaiv City Council, the changes are of a technical nature. They were previously agreed between the municipal enterprises «Mykolaivkomuntrans» and «ELU Avtodorig».
Previously, responsibilities were divided between the two enterprises: «Mykolaivkomuntrans» collected reinforced concrete structures left in public areas, whilst «ELU Avtodorig» was responsible for their recycling. Now the entire process — from collection to disposal — has been transferred to a single organisation.
Under the decision, the municipal enterprise «ELU Avtodorig» will be responsible for the collection and disposal of reinforced concrete and concrete structures, stones, paving stones and other similar materials located in public areas. In particular, this refers to green spaces, pavements and internal neighbourhood roads.
At the same time, the municipal enterprise «Mykolaivkomuntrans» will continue to be responsible for clearing unauthorised waste dumps in the Inhulskyi, Central and Zavodskyi districts of Mykolaiv. In the Korabelnyi district, this work is carried out by the municipal enterprise «Obrii-DKP».
Another change concerns the sports and play area on Kherson Highway between residential blocks Nos. 30, 32 and 38 in the Inhulskyi district of the city.
The facility has been assigned to the municipal enterprise «DEZ «Pilot»». This will enable the enterprise to ensure its proper maintenance and, where necessary, carry out repair work.
The decision was supported by 12 members of the executive committee.
As a reminder, the rules governing the operation of the site for processing rubble have been amended in Mykolaiv. It is now permitted to accept and process other construction waste generated in the city there as well.
Furthermore, Mykolaiv has revised the tariffs for the processing of demolition waste, a service provided by the municipal enterprise «ELU Avtodorig». The city council explained that this is due to the rising cost of fuel and lubricants.
It was also noted that the demolition waste recycling plant in Mykolaiv lacks the necessary equipment to increase processing rates and meet the needs of the entire region.
Construction waste processing in Mykolaiv
The construction waste processing plant in Mykolaiv began operations in spring 2025. The project was implemented with the support of the Japan International Cooperation Agency (JICA), which provided specialised equipment, whilst the site for the plant was developed using funds from the city budget.
The machinery’s capacity allows for the recycling of around 12,000 tonnes of such waste per month, and the resulting material is intended for use in road repairs.
By the end of 2024 alone, around 120,000 tonnes of construction waste had accumulated in Mykolaiv. As of January 2025, the plant had processed 4,500 tonnes of demolition waste into building materials.
In a comment to NikVesti, Deputy Mayor Serhii Korenev stated that the construction waste recycling plant in Mykolaiv is planned to be used to serve the needs of two further regions: Kherson region and part of Kirovohrad region.
At the same time, local authorities wishing to use the services of the construction waste recycling plant following the destruction are being offered two options for cooperation. Under the first option, they can hand over all their waste for recycling at a lower cost; under the second, they can receive the recycled material back, though this option will be more expensive.
