A facility for processing demolition waste in Mykolaiv, February 2026, photo by NikVestiThe rules governing the operation of the demolition waste processing site in Mykolaiv have been changed. It is now permitted to accept and process other construction waste generated in the city there.
The Executive Committee of Mykolaiv City Council made the relevant changes at a meeting on 10 June, NikVesti reports.
The amendments clarify the wording of the document regarding the operation of the site for the temporary storage and processing of waste resulting from the demolition of buildings and structures.
The document now uses the broader term «construction and demolition waste, demolition waste» instead of «demolition waste».
As explained by Ihor Nabatov, Deputy Director of the Mykolaiv Housing and Utilities Department, the decision is linked to the city having received approval from the Japan International Cooperation Agency (JICA). This allows the use of the equipment provided for the processing of various types of construction waste.
«The essence of the changes is that we have received the relevant approval (from JICA) regarding the possibility of using the equipment provided as part of technical assistance not only for processing demolition waste, but also other construction waste found within the Mykolaiv community,» noted Ihor Nabatov.
It should be noted that in Mykolaiv, tariffs have been revised for the processing of demolition waste provided by the municipal enterprise «ELU Avtodorig». The city council explained that this is due to rising costs of fuel and lubricants.
It was also noted that the demolition waste processing plant in Mykolaiv lacks the necessary equipment to increase processing rates and meet the needs of the entire region.
Construction waste processing in Mykolaiv
The construction waste processing plant in Mykolaiv began operations in spring 2025. The project was implemented with the support of the Japan International Cooperation Agency (JICA), which provided specialised equipment, whilst the site for the plant was developed using the city budget.
The plant’s capacity allows it to process around 12,000 tonnes of such waste per month, and the resulting material is intended for use in road repairs.
By the end of 2024 alone, around 120,000 tonnes of construction waste had accumulated in Mykolaiv. As of January 2025, the plant had processed 4,500 tonnes of demolition waste into building materials.
In a comment to NikVesti, Deputy Mayor Serhii Korenev stated that the construction waste recycling plant in Mykolaiv is planned to be used to serve the needs of two further regions: Kherson and part of Kirovohrad.
At the same time, communities wishing to use the services of the construction waste recycling plant following the destruction are being offered two options for cooperation. In the first, they can hand over all waste for processing at a lower cost, and in the second, they can receive the processed material back, though this option will be more expensive.

As of February 2026, 4.6 million tonnes of debris had already accumulated in Mykolaiv.
