Destruction of property and non-transparent mooring of vessels: the fate of the «Atlant» and «Olymp» sports schools is being decided in Mykolaiv

In Mykolaiv, they returned to considering the issue of dividing the territories of the Atlant and Olymp sports schools, where part of the land is to be allocated for private yacht mooring.

During a meeting of the standing deputy commission on legality and transparency, the results of inspections of the sports schools' activities were discussed, according to NikVesti.

It should be noted that the city owns two complexes of mooring facilities of the former yacht clubs of the 61st Communard Plant and the Ocean Plant, which are suitable for the operation of small-sized vessels.

According to Artem Vashchylenko, head of the expert and public council, in 2022, a law on inland water transport came into force, which clearly divided the concepts of mooring bases and mooring bases for small vessels. After that, in 2024, it was recommended to bring the mooring facilities of both complexes into compliance with the requirements of the legislation on inland water transport. To this end, a working group was set up with the participation of representatives of the authorities, athletes and school management, but its work is progressing slowly.

It should be noted that the mayor also initiated the creation of two separate commissions to review the activities of the institutions. The first analysed the work of the Atlant school, which uses the territory of the former yacht club of the 61st Kommunar factory. The second is reviewing the activities of the Olymp school in the Korabelnyi district — its work is still ongoing.

According to Artem Vashchylenko, a number of problems were identified during the inspections, in particular regarding the condition of hydraulic structures and the management of communal property. The issue of transparency in setting tariffs and collecting funds for the placement of watercraft was also raised.

«There is a lack of management there. The mooring facilities are falling into disrepair. The schools collect funds for the placement of watercraft on school grounds in an unclear manner, and the collection of funds is not transparent. And we must start with the fact that they had no right to do this at all... It is absurd for a school to be involved in parking. They have no right to do this,» said Artem Vashchylenko.

Representatives of both sports schools were also invited to the commission to hear their opinion, but no one showed up.

The chair of the commission, Olena Kiseliova, emphasised that the main purpose of sports schools is to provide training for children. She stressed the need for a clear distinction between sports and economic activities, as well as compliance with the requirements of the law.

«It seems to me that the activities of school directors in terms of collecting money are not the main activities of schools... For me, a school director is a person who takes care of the material and technical base of a municipal institution with the aim of providing the best service to children and developing sport. They definitely have no right to do anything else. If certain interpretations of laws, guidelines, and relevant orders gave them such an opportunity (to deal with issues of vessel parking, — note), then we must quickly decide for ourselves whether we want to continue such cash discipline,» said Olena Kiseliova.

Following the discussion, the committee members agreed to return to the issue with an expanded membership, involving representatives of other standing committees, the management of institutions, the relevant department and the deputy mayor.

We would like to remind you that Mykolaiv is considering the possibility of dividing the territory of the Atlant sports school. It is proposed that part of the site be allocated for private yacht mooring, and that interaction with their owners be entrusted to the relevant municipal enterprise responsible for servicing moorings. In particular, one of the land plots is planned to be transferred to the balance sheet of the municipal enterprise «Timeset», which specialises in the management and maintenance of parking complexes.

During a comprehensive audit of the Atlant sports school, problems with contracts and payments were identified. There were also cases of discrepancies between tariffs and actual payments, lack of contracts, application of outdated tariffs or incorrect calculations of areas. In addition, during the inventory, losses of property were identified.

If the Mykolaiv City Council session adopts the decision, the territories of sports schools will be demarcated, and the municipal enterprise «Timeset» will be granted the authority to collect fees for the placement and storage of watercraft and other property.

It should be noted that inspections in sports schools were also initiated because a concept for the development of rivers and small-scale shipping has been under development in Mykolaiv since 2017. Its main idea is to make access to rivers open and orderly, develop sports and tourism, remove chaotic or outdated structures on the coast, and ensure clear rules for the use of the coastal zone.

As is known, in 2024, deputies of the Mykolaiv City Council were offered to create a municipal enterprise «Mykolaiv Municipal Yacht Club», which will repair and maintain mooring facilities and water transport, as well as provide yacht rental and passenger transportation services.

However, the draft decision was not supported by members of three committees: on housing and communal services, on health care, and on anti-corruption policy.

This draft provides for the division of powers between the Atlant and Olymp sports schools, which will be engaged in coaching activities, and the newly created municipal enterprise, which will be responsible for the technical maintenance of berths and sports vessels.
