A fence has collapsed and rubbish has been dumped near an unfinished building in a public square in Mykolaiv

In Admiralteiskyi Square (formerly 61 Communards Square, — note) in the centre of Mykolaiv, there has been an unfinished construction site surrounded by a fence for many years. But today, part of the structure is broken, and the excavated pit is gradually turning into a rubbish dump.

We are talking about the site on the corner of Naberezhna Street and 2nd Slobidska Street. Around 15 years ago, Archi LLC, headed by businessman Rafael Horoian, planned to build a sports complex there. However, an ancient necropolis was discovered on the site. The artefacts found were handed over to the «Old Fleet Barracks» museum.

Following this, the public prosecutor’s office requested that the decision to extend Archi LLC’s lease be declared unlawful. Members of the Mykolaiv City Council also passed a resolution supporting the prosecutor’s office’s objection and insisting that construction could not take place on the site of the necropolis. The businessman was promised another plot of land for development.

However, Rafael Horoian filed a lawsuit and reclaimed the plot. Nevertheless , construction has not begun there. The excavated pit has been fenced off for many years, though the fence breaks down from time to time.

Oleksandr Bereza, Head of the Central District Administration, told NikVesti that the owner is responsible for the plot of land and, consequently, the fence. The Head of the Administration clarified that he could not say straight away whether the owner had changed since the previous one, but added that he had received complaints regarding the improper maintenance of the site.

«We are trying to fine the landowner to force him to fence off the plot. He is not doing this, so we periodically repair part of the fence ourselves or put up warning signs and tape. But this is the owner’s responsibility,» said Oleksandr Bereza.

According to him, the poor maintenance of the plot has also been discussed at the mayor’s meetings. Although the plot is physically part of the park, it has other owners who do not respond to requests.

«I think we will contact the owner and see how they react. Then we will decide what to do,» remarked the head of the Central District Administration.

It should be noted that there is another unfinished building in the city centre — on 3rd Slobidska Street — which has prompted numerous complaints from Mykolaiv residents. Petro Mohyla Mykolaiv National University has repeatedly appealed to the Mykolaiv City Council to transfer the unfinished building to them for the establishment of a university clinic, but councillors have failed to pass the vote and have not reached an agreement on this.

In 2023, it was reported that documentation was being prepared in Mykolaiv for the future construction of a cluster hospital on 3rd Slobidska Street. However, the issue has remained unresolved since then.

Currently, residents of Mykolaiv are complaining about rats near the unfinished building, which are running around the surrounding area.
