In the Ingulsky District of Mykolaiv, homeless people are living in dugouts and an abandoned high-rise building. Photo: NikVestiAnna Remennikova, head of the Ingulsky district administration in Mykolaiv, reported that attempts have already been made to evict people without a permanent place of residence who have settled in abandoned dugouts and a derelict high-rise building, but they keep returning.
She spoke about this in a comment to NikVesti.
It should be noted that local residents had previously contacted the editorial office of NikVesti with complaints that the abandoned defensive structures and the unfinished high-rise building near Peremohy Square had become a shelter for the homeless. Residential buildings and two schools are located near this area.
At the time, Hanna Remennikova noted that municipal services regularly clean the area, but it is impossible to dismantle the defensive structures without the military’s permission. As for the high-rise, she said the building is privately owned, so the city authorities can only restrict access. However, the homeless always find a way to get inside.
According to the official, attempts were made to resolve the situation following the publication, but the problem remains unresolved.
«We evicted them after two days, but it seems they turned up there again yesterday. We took them to another location; they wanted to go to the «Centre for the Reintegration of Homeless People». I’ll clarify the details today, as we’re out on a round. As for the dugouts, we have sent a letter to the military,» said Hanna Remennikova.
She added that the situation with the high-rise remains unresolved due to the complex ownership structure.
«Regarding this high-rise building — people used to invest in the flats. There are two or three owners, but it is difficult to determine exactly who the main owner is now. Previously, this was the site of the «Elektron» and, in part, «Okean» factories. At the same time, no rent is being paid for the land. This is a complex and still unresolved issue, — she explained.
It is worth recalling that the fate of this high-rise building has repeatedly been the subject of discussion in the city council. In particular, in 2023, councillor Yevhen Prudnyk proposed completing the building to provide housing for military personnel from the Mykolaiv garrison.
