«City for People» has mistakenly sent bills for outstanding debts to residents of Mykolaiv: How can these charges be cancelled?

The management company «City for People» mistakenly sent bills with outstanding debts to residents of the Korabelnyi district. In particular, the housing association at 1 Dmytro Petukhov Street (Novobudivna), which it has not managed for eight years.

The journalist cited the example of a nine-storey block at 1 Dmytro Petukhov Street. In August 2018, this building, along with all other high-rise blocks in the Korabelnyi district, was transferred to the management of the company «City for People».

In December 2018, residents of the block of flats at 1 Novobudivna Street at that time held a meeting and refused the company’s services, switching to the municipal enterprise «DEZ «Okean». Two months later, in February 2019, the minutes of the meeting were approved by the Mykolaiv Housing and Utilities Department.

But a year passed, and in February 2020, residents received «double» bills, in which they were asked to pay for building management to two companies at once: «City for People» and «Okean». Mayor Oleksandr Sienkevych instructed the then Director of the Housing and Utilities Department, Serhii Korenev, to sort out the situation.

Nevertheless, in March 2020, residents received «double» bills once again. Serhii Korenev promised at the time that the situation would be resolved in court by the end of spring that year. But he later said that the case could drag on throughout the summer.

Fed up with this situation of double charges, in April 2020 the residents paid «City for People» to stop the company from sending them bills for a non-existent debt.

Five years later, the residents formed a housing association, so the municipal utility company «Okean» stopped servicing the building. However, in May, the residents again received bills from «City for People» for an alleged debt for so-called building management.

In the comments on the journalist’s post, Kseniia Chepenko wrote that the bills with charges had been sent to residents by mistake.

«Due to the transition of the company «City for People Mykolaiv» to a new billing system, there may be temporary glitches in the charges. If you or your family have received a bill for services that were already paid for in previous months, please contact the helpline on: 067 400 85 03 (the line is open from 8:00 to 17:00 on weekdays) so that we can record everything,» reads the message from Kseniia Chepenko.

In addition, Oleh Dereniuha noted that the agreement between «City for People» and the Housing and Utilities Department regarding a number of buildings remains in force, albeit suspended.

«They will prepare a form for the write-off of accrued debts. It will be possible to submit it electronically to «City for People», and they promise to write off these charges,» the journalist noted.

It was previously reported that in Mykolaiv, residents of the building at 340 Bohoiavlenskyi Avenue are complaining about the management company «City for People Mykolaiv». According to the residents, the company has been charging fees for building maintenance for about six months, despite the fact that another company has been managing the building since 1 June 2025.
