Residents of a house in Mykolaiv have not been able to terminate their contract with «City for People» for six months, which continues to send bills

In Mykolaiv, residents of a house at 340 Bohoiavlenskyi Avenue complain about the management company «City for People Mykolaiv». According to the residents, the company has been charging for the maintenance of the building for about six months, despite the fact that since 1 June 2025 it has been serviced by another management company.

Anastasiia Marchenko, a local resident, contacted NikVesti and said that the residents had received payments from «Cities for People» for the period from June to October 2025, although the contract with this company had been terminated. At the same time, people have not been able to get official explanations about the grounds for such charges.

The woman complains that representatives of «Cities for People» simply refuse to accept minutes of the homeowners' meeting confirming the change of manager. According to the woman, the facts of refusal were recorded on video, and there are also witnesses.

People have also tried to send documents by post, but they are also not accepted. In addition, residents of the building sent documents by courier, but according to Anastasiia Marchenko, representatives of the management company sent them using foul language.

«We have repeatedly delivered documents to them. I have a video where, at the beginning, when we wanted to refuse them, I delivered the protocols, which were taken away. Then another person brought them again, and she was driven to hysteria by calling the police. The police never came. Then the third time there was a person who also made a video of how this package of documents was not accepted, she put them in a box. And just a little less than a month ago, I was there. I have a video that they did not accept the package of documents either, I left it on the table», complains the resident.

In addition, the residents point out that «Mykolaivoblenergo» terminated the contract with «\city for People». Despite this, the residents claim, the company «City for People» continues to claim to have performed the work and charge for services that it does not actually provide.

«The Department of Housing and Communal Services said that all our documents were in order. We received a response from the department that everything was fine with our documents, so take care of it. «City for People» shouted that they would go to court. But so far they have not gone to court», the woman says.

The residents emphasise that all technical work in the building — including hydraulic tests — was carried out by the new management company «Korabelnyi», which is confirmed by the relevant acts. They also have documents from «Mykolaivoblteploenergo», which, according to them, show that «City for People» did not carry out flushing of the heating system or hydraulic work.

«The management company «Korabelnyi» pays for electricity. And for as many years as the building has had hydraulics done, it has never done so. We have no complaints about the new management company, we chose it ourselves», adds Anastasiia Marchenko.

Residents are asking the relevant services and regulatory authorities to provide a legal assessment of the situation and oblige the company to stop what they say are illegal charges. « City for People» denies the allegations of the residents and states that the management contract remains in force.

In a commentary to NikVesti, the management company noted that the company and the co-owners of the building had concluded a service agreement that was not terminated. According to the company, they did not receive any notice of termination of the contract.

«The company has not received any written notifications of termination or non-renewal of the contract from the co-owners of the building», — said the company «City for People».

In addition, the company stressed that clause 26 of the agreement provides for any changes to the terms of the agreement, including its termination, only by concluding an additional agreement between the parties.

«Clause 26 of the agreement — amendments to the terms of this agreement shall be made by entering into an additional agreement between the parties, unless otherwise provided by the agreement. No notifications have been received from the co-owners of 340, and there are no grounds for termination of the agreement», the company said.

As a reminder, in early May 2025, a man in a wheelchair in Mykolaiv could not get to his apartment on the 6th floor for several hours due to a sudden lift shutdown. It later became known that the reason was a dispute between two management companies.

The editorial team found out that the residents of this building have been suffering for a long time because of the confrontation between two management companies — «Pivden» and «City for People». According to the residents, one company after another comes «to service», changing the locks on the panels, switching the lift on and off. Because of this confusion, people don't know who to pay, and debts are accumulating.

The city council's housing and communal services department confirmed that the lift had been stopped illegally and «Pivdenna» received an order to resume its operation.

After that, the residents of the building at 53 Kosmonavtiv Street, where the lift was shut down due to a conflict between two management companies, were offered to hold new elections at a general meeting.
