In the Mykolaiv region, the criteria for businesses eligible to grant employees a reservation from mobilization have been amended

Criteria for reserving employees have been approved in the Mykolaiv region. Photo: NikVesti archiveIn the Mykolaiv region, the list of requirements for businesses regarding the retention of conscripts has been updated.
The relevant order was published on the Mykolaiv Regional State Administration’s website on 30 June and registered with the Ministry of Justice on 2 July.
The updated criteria cover almost all key sectors of the region’s economy.
In the industrial and commercial sectors, enterprises may be granted this status if they:

are restoring facilities damaged by the war;
-
ensure the storage and sale of fuel;
-
have large warehouses for food, non-food goods and building materials;
-
manufacture military-grade products;
-
develop or manufacture unmanned aerial vehicles, maritime and land-based drones, electronic warfare equipment and software for them;
-
repair military equipment, vessels or transport for the defence forces’ needs;
-
operate in the manufacturing sector and meet the established requirements regarding the number of employees and tax payments — ranging from over 3 million hryvnias in taxes and 25 employees to over 20 million hryvnias in taxes and at least 100 employees.
In the housing and utilities sector, enterprises providing electricity, gas, heating and water supply, wastewater disposal, waste management, maintenance of man-made structures and funeral services may be recognised as critical.
In the healthcare sector, the criteria include:

the provision of emergency, primary, specialist, palliative care and rehabilitation;
-
supplying hospitals and the armed forces with medicines and medical equipment;
-
the operation of mobile pharmacy outlets in villages without permanent pharmacies, subject to specified conditions.
In the transport and infrastructure sector, enterprises that maintain railway or airport infrastructure, repair and maintain roads, or carry out work for the defence forces using vessels may be granted this status.
For the construction sector, the criteria include carrying out work on social and critical infrastructure facilities, the construction of fortifications, the production of building materials, as well as the design and restoration of war-damaged facilities within the framework of state, local or international programmes.
In the fields of sport and education, the criteria include physical and sporting rehabilitation for people with disabilities, the training of athletes for national teams, the management of nature reserve sites, ensuring the continuity of the educational process, and preparing citizens for national resistance.
In the field of social policy, institutions and organisations providing social services to the public may be granted this status.
For the civil protection sector, the criteria include emergency rescue operations, technical support for warning and communications systems, and the protection of critical infrastructure.
In the field of electronic communications, enterprises providing electronic communications services to legal entities and individuals may be recognised as critically important.
For the agro-industrial sector, the criteria include:

the cultivation of a specified area of agricultural land with a minimum number of employees;

the presence of grain silos or warehouses capable of simultaneously storing at least 20,000 tonnes of agricultural produce;
-
operations in the fisheries sector, provided that catch volumes are sufficient and there are at least 5 employees.
The document also states that the criteria apply to all municipal enterprises. For enterprises under other forms of ownership, they apply only provided that they operate in specified sectors of the economy, in particular agriculture, industry, energy, construction, trade, transport and warehousing.
It should be noted that over the past 12 months, the number of registered employees in Ukraine has increased by 300,000.
