The Ombudsman's Office works for the Verkhovna Rada Commissioner for Human Rights. The Ombudsman's representation in Mykolaiv Oblast has operated since summer 2024; as of February 2026 it was headed by Spartak Hukasian, former head of the Voznesensk district council. Residents of the region sent 1,058 complaints about rights violations in 2022 and 4,473 in 2025. Most complaints come from families of prisoners of war and missing persons, and from service members. After a strike on the Mykolaiv remand centre in September 2026, about 170 people were evacuated from it.
