Residents of the Mykolaiv region submitted over 4,000 complaints regarding human rights violations in 2025

In the Mykolaiv region, 1,058 complaints regarding violations of constitutional human rights and freedoms were received in 2022, and 4,473 in 2025.

This was reported by Vasyl Donets, representative of the Ukrainian Parliament Commissioner for Human Rights in the Kherson and Mykolaiv regions, during the presentation of the annual report on the state of observance of human and civil rights and freedoms in Ukraine for 2025, NikVesti reports.

According to him, 151 monitoring activities were carried out in the Mykolaiv region during 2025, including:

• 18 monitoring visits under the National Preventive Mechanism;
• 24 desk-based reviews on the observance of human rights and the right to access and receive information;
• 12 monitoring visits regarding the observance of the rights of internally displaced persons in places of temporary residence;
• 4 monitoring visits to the «Crimea — Ukraine» and «Donbas — Ukraine» support centres;
• 36 monitoring visits in the area of child rights protection;
• 7 monitoring visits regarding the accessibility of social infrastructure facilities;
• 4 monitoring visits regarding the observance of veterans’ rights;
• 1 monitoring visit to a healthcare facility;
• 43 monitoring visits to civil protection facilities.

Vasyl Donets also provided statistics for the Kherson region. During 2025, 1,018 complaints were received there and 1,207 reports of possible human rights violations were registered.

«There has been a slight increase in the figures, but we understand that the region is unique, so the trends differ from those across Ukraine as a whole. We carried out 58 monitoring visits and 13 desk-based inspections. In particular, as part of the National Preventive Mechanism, we conducted two monitoring visits to places of detention,» he noted.

In total, during 2025, the Secretariat of the Ukrainian Parliament Commissioner for Human Rights received 152,592 complaints. Compared to 2022, the number of complaints to the institution rose by almost 260%.

The largest category of applicants were family members of prisoners of war and servicemen missing in action — 26.8% of the total number of appeals. Representatives of families, internally displaced persons and servicemen also made appeals.

As a reminder, in Mykolaiv, during an air raid alert, a resident of the city was unable to reach the shelter at 213-A Ihor Bedzai (Chkalova) Street. The municipal utility responsible for the facility explains that access to the shelter is periodically blocked by the residents themselves, who have installed locks on the entrance without authorisation.

It should be noted that there are currently 461 shelters in operation in Mykolaiv; however, a survey of NikVesti readers revealed that a section of the city’s population does not use them.

Furthermore, Mykolaiv is short of more than two thousand shelters, and this problem is most acute in the Lisky, Namyv and Pivnichnyi neighbourhoods. It is there that the city authorities plan to install mobile shelters, as there are virtually no permanent shelters in these areas.
