National Security and Defence Council of Ukraine

National Security and Defence Council of Ukraine (NSDC) works under the President and takes decisions on security and defence, including sanctions. Its decisions take effect by presidential decree.

As of October 2026 the NSDC secretary is Ihor Klymenko, a former interior minister. His predecessor Rustem Umerov became head of the Foreign Intelligence Service in August 2026. In March 2024 Zelenskyy dismissed Oleksii Danilov as secretary, and in November 2025 he removed ministers Halushchenko and Hrynchuk from the council after a corruption scandal in the energy sector.
