A member of the Mykolaiv City Council, who heads the regional hospital, has declared a new SUV

Last year, the assets of Ihor Kuzmin, director of the municipal enterprise «Mykolaiv Intercity Bureau of Technical Inventory», and his wife — Mykolaiv City Council member and head of the Mykolaiv Regional Hospital, Olena Kuzmina — were expanded to include a 2025 Volkswagen Tiguan SUV. Its value was estimated at 1.8 million hryvnias.

This is evidenced by the declarations submitted to the NACP’s register of declarations.

Ihor Kuzmin took over as head of the Mykolaiv BTI in 2024. From December 2020 until 2022, he served as deputy head of the Mykolaiv Regional State Administration under Vitalii Kim. He subsequently held the post of acting head of the Main Directorate of the State Tax Service in the Mykolaiv region.

His wife, Olena Kuzmina, who was elected as a member of the Mykolaiv City Council for the «Servant of the People» party, has served as acting head of the Mykolaiv Regional Clinical Hospital for War Veterans since 2020, and was confirmed in the post in 2023.

Ihor Kuzmin and Olena Kuzmina submitted their declarations for 2025. It is stated that Ihor Kuzmin is the owner of an 86.5-square-metre flat and a garage in Mykolaiv, but this is joint property acquired during the marriage. Since 2023, the couple has been using a 950-square-metre plot in a gardening association. The declaration states that Olena Kuzmina holds corporate rights in the management of the gardening association.

Ihor Kuzmin has owned a 2020 Volkswagen Touareg since 2022, valued at 1.3 million hryvnias. Olena Kuzmina holds the right to drive the car. The couple’s assets increased in 2025. Since 2025, the councillor has owned a Volkswagen Tiguan of the same year. It is valued at 1.8 million hryvnias. The right to drive the car belongs to Ihor Kuzmin.

For 2025, the director of the BTI declared a salary of 1 million hryvnias (an average of 85,224 hryvnias per month). Ihor Kuzmin also listed 1,598 hryvnias as a non-monetary gift from the BTI trade union and 1,000 hryvnias as a payment from the trade union. In 2025, he also received 112,506 hryvnias in pension payments.

Olena Kuzmina declared a higher income. As head of the hospital, she earned 1.6 million hryvnias (an average of 135,566 hryvnias per month). She earned a further 538,050 hryvnias as an entrepreneur. 8,054 hryvnias were declared as additional benefits from ‘Van Hels’. And 1.4 million hryvnias — as income from the disposal of movable property.

Olena Kuzmina has 92,640 hryvnias in the bank. Together with her husband, she has 50,000 euros in cash.

Olena Kuzmina’s declaration also states that in April 2025 she transferred ownership of a car, and in May 2025 she became the owner of a new one.
