State assets worth ₴209 million were sold in the Mykolaiv region during the war

Photo: NikVestiSince the start of the full-scale war, 355 small-scale privatisation auctions have been held in the Mykolaiv region, generating over 209 million hryvnias for local and regional budgets. The Ministry of Economy notes that despite its proximity to the front line, the region is demonstrating good results in the management of municipal property.
This was reported during a briefing by Dariia Marchak, Deputy Minister of Economy, Environment and Agriculture of Ukraine, according to NikVesti.
According to her, the issue of effective management of municipal property was discussed during a meeting with representatives of the regional authorities, the city council and communities in Mykolaiv region.
«We discussed the issue of managing municipal property and how the regional administration and communities can increase their own revenues and improve the budget situation through effective management of this property,» said Dariia Marchak.
She noted that the region is showing good results from auctions via the «Prozorro.Sales» system.
«We have quite good statistics, and I would like to pay tribute to the Mykolaiv administration, the city council and local communities, because according to the results of the «Prozorro.Sales» auctions, the Mykolaiv region is performing very well. Since the full-scale invasion began, 355 small-scale privatisation auctions have been held, raising 209 million hryvnias for local and regional budgets. Moreover, more than half of this amount was raised in 2025 alone, indicating a significant increase in revenue,» said Dariia Marchak.
According to Dariia Marchak, despite its status as a frontline region, Mykolaiv region maintains a high level of competition at auctions.
«The average competition at auctions stands at 2.8 bidders, and price growth is very good. This indicates that the region is learning to use assets, particularly property, effectively as a tool to increase its own revenue,» she said.
The first large-scale privatisation in the last 10 years
Discussions about the privatisation of municipal property in Mykolaiv have been ongoing for almost a decade. Back in 2016, Mayor Oleksandr Sienkevych vetoed the city council’s decision to privatise 20 properties. At the time, he emphasised that such matters should only be resolved through open tenders, where the winner is whoever offers the highest price.
The city took its first steps towards the systematic sale of property in 2021, when Mykolaiv began leasing and selling municipal premises via «Prozorro.Sales». At the time, First Deputy Mayor Vitalii Lukov stated that the municipality owned around 3,500 properties, of which 1,200–1,300 could be leased out. In the same year, a draft resolution appeared on the city council’s website proposing the privatisation of 117 properties at once via auction.
However, the matter did not progress to a systematic sale — the full-scale invasion effectively put these plans on hold.
They returned to them under new circumstances. In 2024, the mayor spoke of the need to replenish the budget through the sale of property. And in May 2024, he announced that he was working with councillors on the possibility of selling property through auctions.
Thus, Mykolaiv stepped up the sale of municipal property via «Prozorro.Sales». As of April 2026, the city had concluded 71 sale and purchase agreements and received over 123 million hryvnias.
