The DHCS explained how they will solve the problem of residents' refusal to demolish destroyed buildings: the owners will be able to receive compensation

Owners of apartments in Mykolaiv buildings at 54 Krylova Street and 43 Pohranychna Street, who refuse to dismantle the destroyed entrances, will be able to receive housing certificates.

This was reported by the Deputy Director of the Department of Housing and Communal Services of the City Council, Ihor Nabatov, in a comment to NikVesti.

So far, residents of 24 apartments in the building on Krylov Street and 5 apartments on Pogranichnaya Street have given their refusals for demolition, he clarified. Because of this, the residents of the destroyed apartments were given the opportunity to receive compensation, Ihor Nabatov explained.

— What are our actions? Unfortunately, we cannot influence this situation, because property rights are protected at the level of international conventions. That is, it is a choice of people. But we can at least do so that other people who actually agree to the dismantling do not suffer and do not deprive them of the right to receive compensation in the form of housing certificates. Therefore, as part of the negotiations with the Ministry of Regions, an agreement was reached on the possibility of residents of the seventh entrance on Krylova, 54 and the third and fourth entrances on Pohranychna, 43 submitting appropriate applications for compensation — housing certificates, — said Ihor Nabatov.

The decision on issuing housing certificates will be made by the city council's commission for consideration of issues related to providing compensation for destroyed property, he added.

— Precisely because of the motivation that these objects are unusable. And there is actually no difference: whether they will be dismantled or not - people will not be able to live there in any case. Therefore, the commission, which operates under the city executive committee, will now be able to make decisions regarding the issuance of housing certificates. It must be understood that this procedure is new compared to eVidnovlennia. In other words, it is still too early to say how it will be implemented, —said the deputy director of the DHCS.

He also explained that it will be possible to dismantle the destroyed parts of the houses after Mykolaiv residents receive housing certificates

— The procedure is as follows: first they submitted an application, it was satisfied, they received a residential certificate, after that they canceled the ownership of the previous real estate object and exercised their right to receive the real estate object within the framework of the residential certificate. Therefore, the number of owners (apartments in destroyed buildings, note) is gradually decreasing. Accordingly, we must obtain the consent (for dismantling, — note) of the owners, and if they become zero at some point, then there are no owners as such and we calmly exercise our powers, — said Ihor Nabatov.

We remind you that the enemy attack on the house at 54 Krylova Street took place in September 2022. Then the building was hit with missiles of the S-300 type.

It became known in mid-October 2023 that the apartment owners at 54 Krylova Street refused to dismantle part of the dilapidated building. Then the Department of Housing and Communal Services of the City Council reported that they did not know how to solve this problem.

Later, the mayor of Mykolaiv, Oleksandr Sienkevych, explained that the fear of the locals is due to the fact that their plots of land may become the object of construction of estates. At the same time, Dmytro Bezdolnyi, director of the Housing and Social Services Department, said that if the locals continue to refuse dismantling, they will have minimal chances to restore the building in the future.

Earlier, NikVesti reported that in Mykolaiv preparations are underway for the dismantling of high-rise buildings on 35 Zavodska Street that were damaged by the Russian attacks. Residents take the last things from there, and no one lives in the buildings themselves, except for the homeless.

Mykolaiv Housing and Communal Services Department concluded contracts for over 14 million hryvnias with a Dnipro company for the dismantling of four residential buildings destroyed by shelling, bypassing open tenders.

It is also known that the new decision of October 11, 2023 added two more objects to the list for dismantling. At the same time, the Mykolaiv City Council worked on the development of a mechanism that would allow the demolition of houses damaged by enemy strikes with the «tacit consent» of the co-owners.
