Mykolayiv City Mayor Oleksandr Sienkevych told why, despite his previous instructions, the city still has social facilities, the heating of which is provided by the Mykolayiv Central Heating Plant (CHPP). According to him, many objects do not have the technical possibility for such a transition to autonomous heating.
Oleksandr Sienkevych told about this during his press conference on Thursday, January 4, answering the questions of the NikVesti correspondent.
Back in May 2017, it was reported that Oleksandr Sienkevych set a task to transfer all social sphere objects (schools, kindergartens, hospitals) of the city of Mykolaiv to autonomous heat supply by the end of 2020. At the beginning of 2019, Oleksandr Sienkevych said that the city authorities are gradually transferring social sphere objects to autonomous heating.
However, it turned out that the city still has social facilities that, as of January 2024, depend on the Mykolaiv CHP.
«We still have such facilities. Many of them do not have the technical possibility for transition, on the other hand, and the economic possibility. That is, if it is a stand-alone facility, then creating a separate boiler house, construction and maintenance, etc. is sometimes not as profitable as simply using heat from a CHP plant,» Oleksandr Sienkevych said.
He also added that the boiler house, which was installed a few years ago at the base of the 4th hospital and was supposed to provide heat to another medical facility, namely the 2nd city children's hospital, is not working. The company that built the boiler house on alternative fuel stopped its work due to changes in the price of gas and, accordingly, the loss of its own profit. Because of this, medical facilities once again switched to the services of the Mykolaiv CHP.
«An enterprise that built an alternative fuel boiler house came to us, worked for us for a year or two, then gas prices changed, and thanks to the fact that the state promised to maintain gas prices for social facilities and people, the actual production of alternative heat energy ceased to be so profitable. They just closed this boiler room and left. And in fact, the 2nd children's hospital and the 4th city hospital were left without heat, that's why we opened the pipes of Mykolayiv CHPP and today we use the heat of Mykolayiv CHPP, because otherwise they would simply be without heat. We have now offered to buy this equipment from them and transfer it to Mykolayivoblteploenerho, so that it can be connected again. Now there are negotiations, they again see a new economic opportunity, but if we do not reach an agreement, we will simply remove this equipment, install it and look for our own from our donors,» said Oleksandr Sienkevych.
As you know, the 2023-24 heating season in Mykolaiv began on November 14, but Mykolaiv CHP was able to provide heat to residents only at the beginning of December due to numerous accidents on heating networks.
PJSC Mykolaivska Teploelektrotsentral is actually a state-owned enterprise managed by Naftohaz Ukraine.
We would like to remind you that after the failure of the heating season and statements from the Mykolayiv RMA about the need for personnel decisions, an official investigation was launched at the CHP to find the culprits.
It was also reported that during the 2023/2024 heating season, water from the estuary is poured into Mykolaiv thermal power plant only in emergency cases. Thus, the networks of the enterprise are filled with salt water by 8%, while last year the systems were filled with estuarine water by 91%.
Numerous gusts of CHP networks are connected, in particular, with the fact that last heating season the enterprise used salty water from the estuary, which accelerates the corrosion of already outdated pipes. In contrast to this, purified water from wells was poured into «Mykolaivovoblteploenerho», as NikVesti wrote in the article «Winter is near: What will the heating season be like in Mykolaiv?». Thus, the start of both heating seasons began without disruptions and significant accidents in the houses served by the regional heat and power utility.
