The Ombudsman's representative complained about Mykolaiv City Council member Panchenko for his derogatory comments on Facebook

Vasyl Donets, representative of the Human Rights Commissioner in the Kherson region, appealed to the Mykolaiv City Council and Mayor Oleksandr Sienkevych with a complaint against people's deputy Fedir Panchenko.

The corresponding letter, addressed to the city leadership and the deputy corps, is available to NikVesti.

The letter states that Fedir Panchenko published statements in the public sphere, specifically on Facebook, which, according to Vasyl Donets, humiliate him and discredit the institution of the Commissioner's Secretariat. Screenshots of the councillor's comments are attached to the letter.

«The statements in question go beyond the bounds of acceptable criticism, are derogatory in nature and contain evaluative judgements that could undermine the authority of the state body of parliamentary control, whose activities are defined by Article 101 of the Constitution of Ukraine and the Law of Ukraine 'On the Human Rights Ombudsman of the Verkhovna Rada of Ukraine',» the letter says.

In this regard, Vasyl Donets asks to assess the councillor's actions from a legal and ethical point of view, consider the issue at a meeting of the parliamentary ethics committee and inform him of the decision taken.

It should be noted that this concerns statements made by Fedir Panchenko under a post by the Ombudsman's representative Spartak Hukasyan regarding water supply problems in the Varvarivka microdistrict.

Fedir Panchenko also expressed dissatisfaction with the activities of the Ombudsman's representatives in the comments, noting that public posts on Facebook are of little use to residents, and budget funds are being wasted.

Fedir Panchenko: Not only your arguments, but your entire existence amounts to nothing more than Facebook posts. Only the budget is getting smaller. Together with the residents, we are waiting for the results of your work, because so far there has been no benefit, only talk.

Let us recall that in November 2025, the head of the planning and budget committee of the Mykolaiv City Council, Fedir Panchenko, accused deputy Serhii Kantor of deliberately delaying the meeting by discussing the number of city hall employees and changes in the structure of the executive bodies. He called his colleague Serhii Kantor a «parrot».

Earlier, Fedir Panchenko also accused the director of the city council's finance department, Vira Sviatelyk, of mistakes in planning the 2025 budget, which resulted in the city not having enough funds to pay salaries to employees at the end of the year. After that, Fedir Panchenko noted that Mayor Oleksandr Sienkevych should competently understand the situation with monthly spending limits for the culture department and why the finance department did not resolve it.
