Mykolaiv TV and radio company «MART», which is a municipal enterprise of the city council, purchased a 5 by 3 meter LED screen for 1.5 million hryvnias.
The relevant tender was published on the Prozorro public procurement website, NikVesti writes.
According to the tender conditions, the LED screen must be portable and used for indoor placement.
It is noted that only one participant took part in the tender — entrepreneur Tetiana Ivanivna Gordiichuk, who specializes in retail trade in furniture, lighting fixtures and other household goods in specialized stores. The tender participant offered a price of 1 million 588 thousand 220 hryvnias, that is, 83 780 hryvnias less than the expected cost.
The procurement procedure was classified as open bidding with special features. This type has a more loyal and simplified system due to the state of war in Ukraine, since not all customers and suppliers can continue to make purchases under the exact conditions that were in effect before the war in accordance with the law «On Public Procurement».
«According to the latest changes, open bidding can now take place if even one bidder submits an offer. That is, if one participant comes to the auction, then the auction will simply not be held, and the purchase will immediately go to the period of consideration of the offer. This is one of the key differences that was adopted by the Resolution,» — explains Prozorro Infobox.
In this way, the contract for the supply of the LED screen for TV channel «MART» was signed. The winner of the tender must provide warranty service for the screen for 36 months, as well as supply the equipment to the utility company by December 10, 2023.
We will remind that at the last session of the Mykolaiv City Council, the deputies did not support the draft decision on the termination of the utility company «MART» Television and Radio Company as a result of reorganization by transformation into a utility non-commercial enterprise.
Earlier, journalists told how the companies belonging to the deputy of the Mykolaiv Regional Council Tahir Sadridinov and his brothers Jamshed and Rustamdzhan have been making money on defense purchases without competition since the beginning of the full-scale war.
