What the heads of the district military administrations in the Mykolaiv region have declared. Infographic by NikVestiFour heads of district military administrations in the Mykolaiv region — Voznesensk, Mykolaiv, Bashtanka and Pervomaisk — have submitted their income declarations for 2025. The head of the Pervomaisk District Military Administration, Serhiy Sakovskyi, earned the least in his post.

Vladyslav Dmytriv, head of the Bashtanka District Military Administration
The declaration states that the head of the Bashtanka DMA owns plots of land measuring 20,000 m² and 1,866 m², as well as a residential house measuring 88 m² in the Bereznehuvate territorial community.
Vladyslav Dmytriv also owns a 2005 Hyundai Sonata, which he purchased in 2006 for 141,500 hryvnias.
In 2025, the head of the Bashtanka District Military Administration received almost 1.6 million hryvnias in salary, amounting to 131,272 hryvnias per month, as well as 189,000 hryvnias in income from the disposal of property.

The head of the Mykolaiv Regional State Administration declared apartments measuring 55 m² and 263 m² in Mykolaiv, which are owned by his wife. Maksym Kashuba’s place of registration is also listed as Mykolaiv, in a house measuring 100 m².
The head of the Regional State Administration owns a 2008 Mitsubishi Pajero Vagon, purchased in 2017 for 140,000 hryvnias. His wife owns a 2004 Nissan Micra.
The wife of the RVA head also owns 50% of the corporate rights in «Small Enterprise Invest» LLC (667,385 hryvnias), 100% in «Ukrenergotrans Mykolaiv» LLC (170,500 hryvnias) and «Alei» Private Enterprise (158,050 hryvnias).
Over the past year, Maksym Kashuba earned almost 1.3 million hryvnias (106,776 per month) as head of the Regional State Administration and received 38,000 hryvnias in gifts. The wife of the head of the Regional State Administration earned 24,000 hryvnias as an entrepreneur.

The official’s declaration states that, since 2025, his wife has owned a residential property in Pervomaisk with an area of 66.3 m², valued at 1 million hryvnias, and a plot of land with an area of 540 m², valued at 3,512 hryvnias.
She has also owned 50% of a 48.5 m² flat in Pervomaisk since 2022.
In 2025, the wife of the DMA chairman purchased a 2018 Mitsubishi Outlander worth 340,418 hryvnias.
In 2025, Serhii Sakovskyi earned 911,464 hryvnias (75,955 hryvnias per month) and won 700 hryvnias each from VBET UKRAINE LLC and SITICOD LLC, which are registered as online casinos. He also declared 26,886 hryvnias in income from Mykolaiv Power Supply Company LLC for electricity generation and 501,000 hryvnias in income from the disposal of property.
The wife of the DMA chairman earned 316,010 hryvnias working in the education department of the Pervomaiskyi City Council, received 50 hryvnias in interest from PrivatBank and 655,877 hryvnias from her husband as a gift.
Serhii Sakovskyi holds 19,669 hryvnias, 300 euros and 850 dollars in his accounts. In cash, he has 31,000 hryvnias and 15,000 dollars.
His wife owns 10,572 hryvnias and 71 hryvnias in a bank account, and she also holds 7,000 hryvnias, 5,000 euros and 4,500 dollars in cash.
The declaration states that in August 2025, Serhii Sakovskyi carried out several property transactions: the donation of real estate (termination of ownership rights), the sale and purchase of a car, and donations totalling nearly 1.5 million hryvnias.

The Head of the Voznesensk District State Administration was appointed to the post at the end of May 2025. He declared the largest amount of property among other district heads. In Pervomaisk, he owns plots of land measuring 806 m² and 584 m², residential buildings measuring 41.4 m² and 185 m², plots of land measuring 1,736 m² and, in particular, a plot of 1,000 m² for horticulture in the village of Myhiia, Pervomaiskyi District.
In addition, a residential building of 357.6 m² and a plot of land of 1,121 m² in the village of Lymanka, Odesa region, and flats of 111.9 m², 114.6 m², 35.2 m² and 40.3 m² in Odesa. There is also a flat measuring 139.2 m² in Pivdennoukrainsk, and a plot of land measuring 20,000 m² in the Pervomaiskyi district. Oleksandr Kukuruza rents a garage space in Odesa.
Since 2025, the head of the Voznesensk District Military Administration has been building a 65.2 m² flat in the village of Sofiivska Borshchahivka in the Kyiv region.
The head of the Regional State Administration owns six vehicles: a 2002 GAZ-3110 saloon car, a 1986 KAMAZ-55102, a 1993 excavator, a 2017 Lexus GX460 saloon car (since 2023), and, from 2024, a 2000 IVECO DAILY lorry. In 2025, Oleksandr Kukuruza purchased a 2025 BYD SONG for 1.1 million hryvnias.
The head of the DMA declared 553,640 shares in PJSC «Pervomaisk Inter-Farm Mobile Mechanised Column», which he has owned since 2009. Also in 2025, he acquired a 60% stake in LLC «Independent Corporate Advisor», valued at 138,410 hryvnias.
In 2025, Oleksandr Kukuruza received 101,312 hryvnias in pension payments. He was appointed to the post at the end of May 2025 and received 816,404 hryvnias in salary (an average of 116,629 per month). In addition, the official declared 1.4 million hryvnias from the disposal of movable property, nearly 3 million hryvnias as a business owner, 1,000 hryvnias in «winter support» and a loan of 568,350 hryvnias.
Oleksandr Kukuruza holds 1.5 million hryvniasin cash, 70,000 US dollars, and 1.4 million hryvnias marked as cash at PrivatBank. Separately, 2.4 million hryvnias and 241,905 hryvnias are listed in his accounts.
In October 2025, the head of the DMA took out a loan of 647 ,919 hryvnias.
Over the past year, Oleksandr Kukuruza also declared security deposits, in accordance with preliminary contracts for the sale and purchase of a flat, totalling 2.2 million hryvnias, and expenses relating to the sale and purchase of a car amounting to 2.6 million hryvnias.
