51 officials declared cryptocurrency in the Mykolaiv region; in the Odesa region, the figure is three times higher

In 2025, officials and civil servants from the Mykolaiv region submitted 51 declarations in which they disclosed cryptocurrency holdings. By way of comparison, there were 154 such declarations in the Odesa region and 14 in the Kherson region.
This is according to data from the analytics firm OpenDataBot, as reported by NikVesti.
Where are the most declarations involving cryptocurrency? Infographic: OpenDataBotIn total, 2,861 declarations listing cryptocurrency assets were submitted in Ukraine for the year 2025. This is 16 per cent more than the previous year. At the same time, 265 of these returns were submitted late — after the tax return filing period had ended. Furthermore, six returns for 2025 containing details of cryptocurrency were made inaccessible to the public.
The highest number of tax returns declaring cryptocurrency were filed in Kyiv — 820. Also among the leaders were the Kyiv region (277), Dnipropetrovsk region (215), Kharkiv region (200) and Lviv region (174).
Cryptocurrency was most frequently declared by National Police officers — 548 declarations. They were followed by representatives of the Public Prosecutor’s Office (358), members of the Armed Forces of Ukraine (240), judicial system staff (223) and city council employees (198).
Where do those declaring cryptocurrency work? Infographic: OpenDataBotInterestingly, Pavlo Shandra, a member of the Odesa Regional Council, ranked second in Ukraine in terms of the amount of declared crypto dollars (USDT). He declared 719,000 USDT, equivalent to over 32 million hryvnias.
Among members of the Verkhovna Rada, 16 out of 391 parliamentarians declared cryptocurrency holdings. The largest crypto portfolio belongs to Oleg Bondarenko, Chair of the Verkhovna Rada Committee on Environmental Policy — 80 bitcoins, valued at approximately 223 million hryvnias.
It should be noted that the 2024 declaration of Vitalii Kim, head of the Mykolaiv Regional State Administration, lists a new source of income: the sale of cryptocurrency. The head of the Regional State Administration’s wife, Yuliia Kim, received income from these sales amounting to 1.9 million hryvnias.
In his declaration for 2025, cryptocurrency is no longer listed. In 2025, Vitalii Kim received over two million hryvnias in salary (over 1.7 million hryvnias in 2024) and 468,000 hryvnias in rental income.
