43 per cent of sole traders in the Kherson region are registered in the temporarily occupied territories: what is known

In the Kherson region, 43 per cent of active sole traders are registered in the temporarily occupied territories. In total, there were almost 147,000 such sole traders in Ukraine as of July 2026.

This is according to data from OpenDataBot.

The largest number of sole traders registered in the temporarily occupied territories is in the Donetsk region — over 66,000, accounting for almost half of the total. This is followed by the Luhansk region — over 49,000, the Zaporizhzhia region — 18,041, and the Kherson region — over 12,000.

In percentage terms, the highest figure was recorded in Luhansk region, where 96 per cent of the region’s active sole traders have a tax address in the temporarily occupied territory. In Donetsk region, this figure stands at 72 per cent; in Kherson region, 43 per cent; and in Zaporizhzhia region, 28 per cent.

Analysts note that the highest concentration of such entrepreneurs is observed in regions, a significant part of which is under occupation.

Analysts point out that, under Ukrainian law, sole traders with a tax address in the temporarily occupied territories cannot legally conduct business activities. Any legal transactions with them may be deemed null and void. To continue their activities, entrepreneurs must change their tax address and re-register in territory controlled by Ukraine via the «Diia» portal or a Centre for Administrative Services (CAS).

It should be noted that in the first six months of this year, over 900 sole traders were registered in the Mykolaiv region, with an increase of almost 3,000 in the Odesa region, whilst the Kherson region was among the three regions where the number of entrepreneurs fell.
