Arakhamiia wants European businessmen to negotiate with the mayors of Ukrainian cities and invest money in heating

The head of the Servant of the People parliamentary faction, David Arakhamiia, suggested that foreign businessmen invest in the development of decentralized heating in Ukrainian cities.

David Arakhamiia said this on Monday, May 27 at the conference held in Tallinn, NikVesti reports.

According to him, one heating station is enough to heat the city. Their construction will help move to a decentralized energy network and get rid of the coal industry.

«You can invest about 5 million euros in one heating plant to heat the city, this gives you the opportunity to reduce the investment with the same profit. The central government cannot influence this, so you can negotiate with the mayor of a small town and launch your project,» said David Arakhamiia.

During his speech, the politician presented a presentation in which it was discussed that at the moment 90% of the residential sector of Ukraine does not comply with the European energy efficiency codes.

Problems with the development of the heat supply scheme in Mykolaiv

In February 2019, the Demoukrainadh project and schemes of updated heat supply were presented in Mykolaiv. This should allow optimizing the distribution of heat in the city. And in May of the same year, the deputy director of the city council's energy department was informed of the suspicion of embezzlement of 750,000 hryvnias for the creation of a heat supply scheme for Mykolaiv.

It turned out that the Department of Energy purchased services for the procurement of the city's heat supply scheme at an inflated price. The SSU established that in December 2018, Deputy Director Andrii Slobodianyk signed the act of acceptance and transfer of services, securing the payment of 1.2 million hryvnias for the development of the heat supply scheme without actually performing the work.

In February 2023, «Mykolaivoblteploenergo» appealed to the mayor Oleksandr Sienkevych with a request to create a working group to develop a new scheme for the city's heat supply.

During one of the city council sessions raised the issue of creating a new energy efficiency scheme for 15 million hryvnias. However, there were not enough votes to accept this proposal.

Currently, the city council hopes to return to the city budget 1.2 million hryvnias, which were spent in 2018 to create an invalid heat supply scheme in the city.

At the beginning of May, the Department of Energy of Mykolaiv announced the last tender for the completion of the NEFCO project. Another ₴4.6 million hryvnias are planned to be spent on the reconstruction of heating networks.
