In Mykolaiv, salaries are once again being delayed at the state-owned «Zoria»-«Mashproekt»

Employees of the state-owned strategic defence enterprise Zoria-Mashproekt in Mykolaiv, which is part of the Ukroboronprom concern, complain about delays in salary payments.

NikVesti spoke with an employee of the enterprise who wished to remain anonymous.

According to the employee, they were paid only half of their advance payment for February.

«For February, we received only 50% of the advance payment. Usually, the advance payment is half of the salary. For example, I used to receive 8-10 thousand hryvnias in advance, but now it's 4,100 hryvnias. We were paid until the end of 2025, but now the problems are starting again. This situation is the same throughout the plant,» an employee of Zoria-Mashproekt told us.

We would like to remind you that on 16 December 2025, we wrote that employees of the state-owned strategic defence enterprise Zoria-Mashproekt in Mykolaiv had not received their salaries for two months. At that time, an employee of the enterprise told us that in November, employees were paid only 25% of their advance, and they did not receive their salaries for the month.

Subsequently, the wages for November were paid in two instalments: the first on 18 December, i.e. two days after our publication, and the second on 25 December.

In September 2023, NABU and SAP reported that four former directors of the Zoria-Mashproekt plant and one entrepreneur were suspected of embezzling 1.32 billion hryvnias. The investigation established that the management of the Zoria-Mashproekt plant, which exported its own products abroad, organised a scheme to embezzle funds from the state-owned enterprise. To this end, a number of agency agreements were concluded with a non-resident company, under which it was supposed to provide services for finding and negotiating with potential buyers of the state-owned enterprise's products with a view to concluding relevant foreign economic contracts with them.

In January 2024, the bail amount for the former CEO of the state-owned enterprise Zoria-Mashproekt Gas Turbine Manufacturing Scientific and Production Complex, Kostiantyn Kartoshkin, was reduced by 1 million hryvnias.

In May 2024, the Appeals Chamber of the High Anti-Corruption Court dismissed for the second time a complaint against the notification of suspicion issued to Andrii Khomenko, former CEO of the state-owned enterprise Zoria-Mashproekt Gas Turbine Construction Scientific and Production Complex.

Mykolaiv resident sued Zoria for ₴1 million after his dismissal

The employee had worked at the enterprise since 2010 and had been the head of the workshop since 2018. From June 2022, he did not receive his salary and was denied access to his workplace without explanation. He learned that by order of 20 May 2022, the enterprise had suspended his employment contract on the basis of Article 13 of the Law of Ukraine «On the Organisation of Labour Relations under Martial Law».

In court, the plaintiff claimed that he had not received any notification of the suspension of his employment contract, as the company had continued its activities and his position had not been cut. He therefore considered the suspension of his employment contract to be unlawful and demanded its cancellation, as well as the payment of his salary for the period from June 2022.

As a result, the Zoria-Mashproekt enterprise will be required to pay the average earnings for the period of forced absence from work in the amount of 1.2 million hryvnias.
