Mykolaiv Water Utility has announced a second tender for debt collection agency services to deal with debtors. The estimated cost is 1.09 million hryvnias.

The information has been published on the Prozorro public procurement system.

The tender was announced on 25 September. Contractors may submit bids until 12 October.

The recipient of donations is the NGO “Mykolaiv Media Hub” (EDRPOU 45160758). Under the contract, the services are to be provided until 31 December 2026. Debt collectors are to encourage debtors to settle their debts by sending notifications, letters and claims, as well as taking «other actions not prohibited by current Ukrainian legislation».

At the same time, the draft contract stipulates that debt collectors must not make threats or exert psychological pressure, including making phone calls at night.

«The contractor undertakes to take all possible and lawful measures to recover debts from the debtors listed in the provided Register of Debtors, acting exclusively within the limits of current Ukrainian legislation, in compliance with ethical standards and without resorting to threats, insults, psychological pressure or other unlawful methods of influence. It is prohibited to take such measures as making calls at night or excessively frequent calls; publishing personal data without consent; or making visits without introducing oneself or providing false information,» the draft contract states.

The tender documentation also specifies the estimated total amount of debt as 6.58 million hryvnias. This sum is 363,500 hryvnias higher than that in the first contract with the debt collectors.

It should be recalled that Mykolaivvodokanal announced a tender for debt collection services in June 2026. The expected cost was 1.2 million hryvnias. At that time, three contractors submitted their bids.

• Artem Sarhisovych Davtian (sole trader) reduced his initial bid from 498,000 hryvnias to 348,000 hryvnias.
• Ukrainian Collection Agency Ltd offered to carry out the work for 749,729 thousand hryvnias and reduced the price to 350 thousand hryvnias.
• Credit Debt Solutions Ltd reduced its bid from 870,000 hryvnias to 380,000 hryvnias.

On 13 July, a contract was signed with sole trader Artem Sarhisovych Davtian for 348,000 hryvnias.

The water utility’s director, Hennadii Iziumov, said that the company intends to use debt collection agencies to recover debts that are already more than three years old. As these debts cannot be written off, the company wishes to recover the money from the debtors.

It should be recalled that the executive committee has increased the sewerage tariff in Mykolaiv. From 1 October, it will rise by 24 hryvnias. The water supply tariff will remain unchanged for the time being. Mayor Oleksandr Sienkevych outlined the conditions for the increase.
