There is now less space left for pedestrians on the pavement on Pogranichna Street. Business owners have erected a canopy and placed goods from the building supplies shop underneath it, whilst a monument-making workshop and a shop nearby have put up barriers.
This was reported by NikVesti.
This concerns the pavement on the odd-numbered side of Pohranychna Street, from Dalia Street towards the «Yunist» stadium. A car wash operated on the corner for a long time, and market stalls were set up near the café and shop.
There is now a building on this site – specifically, a DIY shop which has erected a canopy. Ladders and other goods have been placed underneath it. On the other side is a parking bay. Consequently, there is little space left for pedestrians.
Further along is a workshop specialising in the manufacture of memorials, next to which a fence has been erected on the pavement. Nearby is a shop and a fenced-off area on the pavement.
In response to an enquiry from NikVesti, the executive committee of Mykolaiv City Council stated that councillors had leased the plot beneath the building materials shop at 19/3 Pohranychna Street to Illia Tsvetkov in 2009. The lease runs until 6 March 2027.
The plot of land at 19/3 Pohranychna Street, where the workshop is located, is also leased. Mykolaiv City Council leased it to Illia Tsvetkov in 2009 for the maintenance of the shop premises.
In 2023, the Mykolaiv City Council changed the tenants of a 90-square-metre plot of land: Liudmula Tsvetkova and Denys Cherpita became the new tenants. They own the premises under a joint shared ownership arrangement. In 2025, councillors extended the lease agreement for the plot for a further 15 years.
At the same time, the executive committee stated that holding rights to a plot of land does not mean that a business owner has the right to erect awnings and fences or to display goods beyond its boundaries, particularly on the pavement.
«The existence of the aforementioned land rights does not in itself confirm the existence of legal grounds for erecting awnings, fences or placing goods outside the boundaries of the relevant plots of land, in particular on the pavement,» the response to the enquiry states.
The Executive Committee reported that an investigation was carried out following receipt of the enquiry. It is now up to the Zavodskyi District administration to respond.
«Following the department’s review of the materials, a letter was sent to the Zavodskyi District administration requesting that the necessary measures be taken within the powers defined by Mykolaiv City Council Decision №5/15 of 20 December 2021 «On the approval of the Regulations on the procedure for considering issues related to unauthorised construction and the return of unlawfully occupied land plots»,» the Executive Committee noted.
As a reminder, the mayor of Mykolaiv, Oleksandr Sienkevych, instructed the Department of Municipal Services to inspect the condition of the pavement on Tsentralnyi Avenue, between 6th Slobidska Street and 3rd Slobidska Street. According to the mayor, the pavement has become impassable.
