The Housing and Utilities Committee expects to begin renovating high-rise buildings in 2027, with projects currently costing ₴150 million from the World Bank

The restoration of 54 high-rise buildings within the Hope project, for which the World Bank is currently spending 150.3 million hryvnias on development projects, is planned to begin by November 2027.
This was announced by Ihor Nabatov, First Deputy Director of the City Council's Department of Housing and Communal Services, at a briefing on 23 January, according to NikVesti.
He explained that the process of finding designers will take much longer than usual, as it is being carried out in accordance with World Bank rules and must pass through three levels of approval: Mykolaiv, the Ministry of Community and Territorial Development of Ukraine, and the World Bank.
«The project requires considerable effort to implement: it involves technical and legal issues, procurement support, which we have never done before in the Mykolaiv City Council. That is, these are purchases according to World Bank rules. As everyone knows, a typical procurement takes a maximum of two weeks. These procurements have been ongoing since the beginning of October. This process is quite lengthy, said Ihor Nabatov.
A total of seven procurements are planned, four of which were already carried out last year. Currently, he says, of the four procurements already carried out, one was awarded to the Turkish company Tenzay, and the winners of the other three are awaiting approval by the Ministry's project management group.
"It should be understood that the project is expected to be implemented within 2.5 years. And this amount — 150.3 million hryvnias — was not received for the purpose of its implementation in 2025, but for the purpose of starting implementation in 2025. In principle, this is what we did. In 2025, four out of seven purchases planned within the framework of this project were made», Ihor Nabatov.
He explained that the designer will have to create a concept, develop design and estimate documentation, and also carry out author's supervision during the construction work.
«In fact, the designer will receive the final amount of 150.3 million hryvnias only after all construction work has been completed and the entire package of documents has been provided to the customer. That is, conditionally speaking, the final payments from these 150.3 million hryvnias will be made sometime at the end of 2027,» said Ihor Nabatov.
In a comment to NikVesti, Ihor Nabatov clarified that construction work on the Hope project is planned to begin by November 2027.
«That is, the project is currently valid until November 2027, but this does not mean that its extension is impossible. However, closer to this date, taking into account the already developed design and estimate documentation and the work already started, the World Bank will look at the final deadlines,» said Ihor Nabatov.
We would like to remind you that the mayor of Mykolaiv, Oleksandr Sienkevych, expects that after the project documentation for the restoration of 54 residential high-rise buildings under the Hope project has been developed, the World Bank will finance their reconstruction.
Reconstruction of 54 buildings in Mykolaiv
Mykolaiv is one of five communities selected for the World Bank-funded grant project «Housing Repair for the Restoration of People's Rights and Opportunities» (Hope). In Mykolaiv, 54 buildings were selected and divided into 21 clusters. 150.3 million hryvnias will be spent on their design.
NikVesti asked the city authorities whether they would be able to rebuild the residential buildings according to the developed projects before their term expires. They replied that they were not sure whether they would be able to rebuild all the houses by 2027.

The Department of Housing and Communal Services explained that the projects already developed by the city include stabilisation measures, while the Hope project focuses on energy conservation and improvement. «In any case, our projects are more narrow in scope than those that will be developed within the framework of HOPE,» they added.
Tenders are currently underway to find designers for the major renovation of apartment buildings included in Hope.
