In Voznesensk, the court suspended the secretary of the city council, who is suspected of profiting from purchases for the military

In Voznesensk, the deputies at the session did not support the dismissal of the secretary of the city council Victoriia Baltser, who is suspected of embezzling funds during the purchase of goods for the military. Now she has been removed from her post by a court decision.

As «NikVesti» wrote, the issue of dismissal of the secretary of the city council Victoria Baltser due to improper performance of duties was brought up for consideration at the session of the Voznesensk city council, which took place on October 13. The explanatory note states that the decision is issued in connection with the excess of authority in relation to functional duties and violation of the requirements of the current legislation, which she admitted. However, the deputies did not support this decision and Victoriia Baltser remained in office.

At the same time, the secretary of the city council appears in the case of embezzlement during the purchase of defense products. According to the case, she passes as the organizer of the embezzlement of property in particularly large amounts. She was declared suspicious back in September of this year. Voznesensk vice-mayor Andrii Zhukov, who has already been suspended from his post, as well as executive committee affairs manager Yana Siniavska and chief accountant of the executive committee Viktoriia Morozova are on the case together with her.

As noted in the decision of the October District Court of the Mykolaiv region, Victoriia Baltser developed a plan to embezzle funds «together with currently unidentified officials.» She managed and coordinated the actions of other suspects in the case.

It is worth noting that in addition to the chief accountant of the executive committee, Victoriia Morozova, one more specialist of the accounting department is indicated in the court documents. Also, the case materials mention two persons not from the staff of the executive committee of the Voznesensk City Council, who were engaged in the search for the necessary goods for purchase and advised others on procurement issues.

On January 27 of this year, Victoriia Baltser received a letter from the military unit for the purchase of goods for the military:

• 1 semi-trailer (trawl for transporting large oversized cargo) Goldhofer STRA 5-5362 or similar;
• 7 truck trailers (Lavet 4.6 x 2.1 meters) from 2 tons or similar;
• 30 night vision cameras for cars COVA-UA 9.0.6 or analog;
• 20 Starlink Internet Satellite Dish Kit V2 and subscription packages for 3 months;
• 7 trailers two-axle KRD 050108-50 or similar.

In the period January-March, Voznesensk City Council purchased:

• specialized semi-trailer, type: N/PR platform, «Goldhofer» brand, year of production, 1990, price — 1,516,140 hryvnias;
• 7 trailers A8-4621, manufactured in 2023, in quantity, for the transportation of cars (vans) at the price of 1,259,300 hryvnias, based on the calculation of the price for one — 179,900 hryvnias;
• 30 night vision cameras for cars «COVA-UA 9.0.6.», at a total price of 235,200 hryvnias;
• 20 Starlink Internet Satellite Dish Kit V2 and subscription packages for 3 months at the price of 839,980 hryvnias;
• 7 trailers KRD 050108-50, manufactured in 2023, at the price of 439,600 hryvnias.

In addition, the case materials indicate that the volunteers will pay for the services of 20 satellite communication systems, and the trailers were delivered once, and the documents were processed twice.

In this way, the damage caused by the suspects was calculated — 1 million 88 thousand 266 hryvnias.

The police investigator indicated that Victoria Baltser continues to perform the duties of the secretary and can destroy or forge things and documents that are essential for the pre-trial investigation, and can also influence witnesses.

We will remind that on May 4, the SSU detained the vice-mayor of Voznesensk Andrii Zhukov and two other officials. The deputy mayor is suspected of embezzlement during the purchase of defense products.

On September 18, it became known about the appointment of a new deputy mayor for the activities of the council's executive bodies. Liliia Bondarenko will replace the detained Andrii Zhukov.
